Title

Consider a memorandum/resolution approving a Memorandum of Agreement with Armed Services Young Men’s Christian Association for the joint use of facilities.

Body

DATE:                     May 19, 2026

TO:                     Kent Cagle, City Manager

FROM:                     Antonio Murphy, Executive Director of Parks and Recreation

SUBJECT:                     Approve a Memorandum of Agreement with Armed Services Young Men’s Christian Association

BACKGROUND AND FINDINGS:

The Aquatics Division of Parks and Recreation has an existing memorandum of agreement with the Armed Services Young Men’s Christian Association (ASYMCA) for the shared use of facilities. The City and ASYMCA are now aiming at renewing this partnership that enhances community offerings without any financial exchange. The existing agreement is set to expire May 31, 2026. The new agreement will maintain the same parameters as the current one. By sharing facilities, we have significantly broadened our collective reach and impact, ensuring that both organizations effectively meet the needs of military families and the wider community.

Under this agreement, the ASYMCA will continue to use the City-owned Lions Club multi-purpose field(s) at no cost. The City will have access to the ASYMCA’s natatorium in Harker Heights.  This collaboration will foster mutual benefits, optimize our resources, and strengthen our commitment to community wellness.  Together, we will be able to offer a diverse range of programs and events without interruption.

Re-endorsement of this memorandum of agreement will further create a lasting, positive change, ensuring that our residents have continued access to the recreational and educational opportunities they deserve.
