SUBJECT:                     Authorize the award of RFP 26-23 - Liability, Property, and Workers’ Compensation Insurance Services, to TML-IRP                     

 

BACKGROUND AND FINDINGS:

 

The City of Killeen currently secures liability, property, and workers’ compensation insurance through Texas Municipal League - Intergovernmental Risk Pool (TML-IRP).  The current agreement was enacted October 1, 2016. 

 

To secure the “best value” in insurance coverages, City staff has utilized the RFP process to identify the provider with whom to partner.  As part of the RFP process, entities were asked to describe their scope of services including, but not limited to, workers’ compensation; liability; auto liability and physical damage; real and personal property; cyber liability; compliance; legal consulting; loss prevention; claims administration; and training.

 

RFP 26-23 was released for advertisement on Monday, March 23, 2026, with proposals due Wednesday, April 15, 2026.  Purchasing received one response to the RFP from TML-IRP.

What is the amount of the revenue/expenditure in the current fiscal year? For future years?

 

The total proposed expense for all coverages is $3,100,016 ($859,192 for workers’ compensation and $2,240,824 for all other coverages).

 

Future expenses would be dependent upon coverages selected, items covered, and loss experience.

 

Is this a one-time or recurring revenue/expenditure?

 

This is an annually recurring expenditure.

 

Is this revenue/expenditure budgeted?

 

Yes, funds will be included in the FY27 Proposed Budget, upon approval by City Council.

RECOMMENDATION:

 

Staff recommend the City award RFP 26-23 to TML-IRP as the continued provider for the aforementioned lines of insurance in the amount of $3,100,016, effective October 1, 2026, and authorize the City Manager to execute any and all necessary change orders in accordance with state and local laws.
