Presiding:                     Mayor Debbie Nash-King

 

Attending:                     Mayor Protem Jessica Gonzalez, Councilmembers Michael Boyd, Nina Cobb, Jose Segarra (arrived at 5:07 p.m.), Joseph Solomon, Ramon Alvarez and Riakos Adams

 

Also attending were City Manager Kent Cagle, Assistant City Manager Laurie Wilson, Deputy City Attorney Asha Pender, City Secretary Laura Calcote and Sergeant-at-Arms Owens

 

Approval of Agenda

 

Motion was made by Councilmember Boyd to approve the agenda, as presented.  Motion was seconded by Councilmember Adams.  The motion carried unanimously (6-0).

 

Citizen Comments on Agenda Items

 

Mellisa Brown spoke regarding PH-24-029.

 

Michael Fornino spoke regarding PH-24-029.

 

Public Hearings

 

PH-24-029                     HOLD a public hearing on the proposed Fiscal Year 2025 Annual

Budget.

 

Staff Comments: Kent Cagle, City Manager

Mr. Cagle presented the proposed Fiscal Year 2025 Annual Budget and provided an overview of the City’s funds. 

 

Mayor Nash-King opened the public hearing.

 

Mellisa Brown spoke in opposition to the proposed budget.

 

Michael Fornino spoke in opposition to the proposed budget.

 

With no one else appearing, the public hearing was closed.

 

Motion was made by Councilmember Solomon to set the date of September 3, 2024 to consider adoption of the budget.  Motion was seconded by Mayor Protem Gonzalez.  The motion carried unanimously (7-0).

 

PH-24-024                     HOLD a public hearing and consider an ordinance authorizing the

                                          2024-2025 Annual Action Plan describing use of funds and authorizing

                                          application for and allocation of Community Development Block Grant

                                          (CDBG) and Home Investment Partnerships (HOME) program funds.

The City Secretary Read the caption of the ordinance:

AN ORDINANCE AUTHORIZING SUBMITTAL OF THE 2024-2025 PROGRAM YEAR(PY) ANNUAL ACTION PLAN DESCRIBING THE USE OF FUNDS AND AUTHORIZING THE APPLICATION FOR, ALLOCATION AND EXPENDITURE OF $1,326,229.00 IN PY 2024-25/ FISCAL YEAR 2025 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS; AND THE USE OF $20,121.73 IN REPROGRAMMED CDBG FUNDS; AND THE APPLICATION FOR, ALLOCATION AND EXPENDITURE OF $533,770.00 IN HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM FUNDS; AND THE USE OF $97,858.94 IN REPROGRAMMED home FUNDS; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

 

Staff Comments: Tiffanie McNair, Executive Director of Community Development

This item was first presented to City Council during their June 25, 2024 Regular Meeting, with no action being taken.  This was the second of two public hearings.  Ms. McNair was available to provide additional information and to answer questions.

 

Mayor Nash-King opened the public hearing.

 

                                          Mellisa Brown spoke in opposition to the ordinance.

 

                                          Michael Fornino spoke in opposition to the ordinance.

 

With no one else appearing, the public hearing was closed.

 

Motion was made by Councilmember Adams to approve PH-24-024.  Motion was seconded by Councilmember Solomon.  The motion carried unanimously (7-0).

 

Discussion Items

 

DS-24-044                     Consultation with Attorney - Cause No. 6:24-cv-342; Everard, et al v. City of Killeen, et al

 

At 6:10 p.m., Mayor Nash King called for City Council to recess the meeting into Executive Session.

 

Per V.T.C.A., Government Code Section 551.071 - Consultation with Attorney, the City Council will consult with legal counsel regarding pending litigation.

 

At 7:06 p.m., Mayor Nash King reconvened the City Council meeting into Regular Session.

 

Adjournment

 

With no further business, upon motion being made by Councilmember Adams, seconded by Councilmember Solomon, and unanimously approved, the meeting was adjourned at 7:06 p.m.
