SUBJECT:                     Authorize the award of Bid No. 26-16, W.S. Young and I-14 Drainage & Landscape Improvements, to Gage & Cade Construction, LLC in the amount of $452,113.50                     

 

BACKGROUND AND FINDINGS:

 

This W.S. Young and I-14 Drainage & Landscape Improvement project was included in the 2021 Capital Improvement Plan. Drainage improvement and beautification.

The project will improve the existing drainage at the northeast corner of the intersection of W.S. Young and the I-14 frontage road, including undergrounding the existing open concrete ditch with pipe and junction box structure. The area will then be improved with the completion of the gap in the concrete sidewalk along W.S. Young, accessible ramps at the intersection corner, and landscaping.

The consultant, Walker Partners provided professional services for design and bidding. All received bids were opened on April 22, 2026, at 2:00pm, and read aloud through zoom online video conferencing and are noted below.

THE ALTERNATIVES CONSIDERED:

 

1.  Reject all received bids and do not move forward with the construction of the W.S. Young and I-14 Drainage & Landscape Improvement.

 

2.  Award Bid 26-16, W.S. Young and I-14 Drainage & Landscape, to Gage & Cade Construction, LLC in the amount of $452,113.50.

 

Which alternative is recommended? Why?

 

Alternative 2 is recommended because:

 

1. Review of the references were conducted and spoke positively of the contractor’s responsibility and demonstrated experience as outlined in the bid packet.

2. Walker Partners, the design engineering firm on the project, reviewed and recommended the contract be awarded (to Gage & Cade Construction, LLC in the amount of $452,113.50.

RECOMMENDATION:

 

Staff recommends that the City Council authorize the award of Bid No. 26-16, W.S. Young & I-14 Drainage and Landscape project to Gage & Cade Construction, LLC in the amount of $452,113.50, authorize the City Manager or his designee to enter into a contract with Gage & Cade Construction, LLC, and authorize the City Manager to execute any and all change orders to the extent as allowed by State law.
