BACKGROUND AND FINDINGS:
Historically, the former First National Bank Texas of Killeen was chartered in 1901 and is the oldest continuously operated bank in Bell County. The main structures of the bank were constructed in 1960.
The former First National Bank Texas relocated its bank facilities to its new location at 901 E. CTE, which fully opened on March 16, 2022 and allowed the property located at 507 N. Gray Street to be redeveloped.
First National Bank Texas plans to donate its former bank property and parking lots to the City of Killeen to be demolished, removed, and to make way for a new Bell County building complex and to bring new life into the downtown Killeen area. In preparation for this demolition, the City Council recently approved the removal of the property located at 507 N. Gray Street from the HOD (historical overlay district) through Ordinance 22-046 on June 28, 2022.
The acceptance of the donation of the property from the former First National Bank Texas is conditional upon the City’s acceptance of a bid to demolish the entire building complex, removal of the asbestos containing material and the entire building complex including the improvements from the property located at 507 N. Gray Street. The City issued Bid 22-36, 507 N. Gray Street Asbestos & Demolition on August 7, 2022 for the demolition, removal of asbestos containing material and the entire building complex, to include the site improvements such as parking lots, fences, signage, etc.
Thirteen bids were received from the following vendors. Allen & Company withdrew their bid proposal because their total bid did not include demolition, only asbestos removal. AAR Inc. came in as the lowest responsible bidder.

Approve acceptance of the donation of the former First National Bank Texas property and parking lots and award Bid 22-36 to AAR Inc. in the amount of $618,700.00 and authorize the City Manager or designee to execute any and all contracts, deeds, amendments, and other documents necessary to effectuate the same and to execute change orders within the amounts set by state and local law.
