SUBJECT:                      CONTRACT WITH UNIFIED SERVICES OF TEXAS

                     

BACKGROUND AND FINDINGS:

 

In December 2017, Bell County sponsored an application for a State of Texas Defense Economic Adjustment Assistance Grant (DEAAG) for the installation of security surveillance systems at Robert Gray Army Airfield (RGAAF) and Killeen-Fort Hood Regional Airport (KFHRA) to significantly improve airfield security, safety, and operational efficiency. RGAAF and KFHRA are secured by an airfield perimeter security fence; adding security surveillance systems assets to the existing security program will ensure a secure and safe environment for personnel and aircraft operations at RGAAF and KFHRA into the future.

 

Closed circuit television (CCTV) systems are a valuable component of airfield physical security and greatly mitigate security vulnerabilities affecting airfield facilities, personnel, equipment, and aircraft.  A CCTV system at RGAAF will significantly improve airfield security, safety, and operational efficiency of RGAAF, KFHRA, Fort Hood, and the US Army.

 

The project includes the installation of CCTV cameras and associated monitoring systems, recording equipment, data storage for recorded media, and fiber cable to support these systems at RGAAF and KFHRA. Installation of this system will add great value to RGAAF, KFHRA, Fort Hood, Air Mobility Command, Commercial Air Carriers, the Federal Aviation Administration (FAA), and the US Army.

 

On April 10, 2018, City Council approved an Interlocal Agreement with Bell County that provided for the City of Killeen, through the Department of Aviation, to take complete administrative control of the management of the project.  This would include design, procurement, construction management, project administration, and all State reporting requirements. Under the agreement, the County would only be responsible for making all financial payments.

 

On April 24, 2018, Council approved the use of the Request for Proposals (RFP) procurement method for this project. The RFP was released in November 2018 and on December 21, 2018, proposals were received from Wunderlich-Malec Engineering and Unified Services of Texas (UST). The evaluation committee, comprised of KFHRA staff, RGAAF staff, and the consultant team, reviewed, evaluated, and rated both proposals based on the quantitative evaluation criteria stated in the RFP.  The committee selected Unified Services of Texas as the preferred contractor to begin negotiations.

Staff has negotiated a contract with UST for the procurement, installation, testing, and programming of a system to provide the security surveillance upgrades at RGAAF and KFHRA, in the amount of $4,008,815.49.

 

This agreement is being routed concurrently to the Bell County Commissioner’s Court scheduled to meet on January 28, 2019.

 

THE ALTERNATIVES CONSIDERED:

 

Alternatives considered:   (1) award the contract to UST, (2) reject the UST contract and begin negotiations with Wunderlich-Malec or, (3) do not do the project.

 

Which alternative is recommended? Why?

 

Alternative 1 is the prudent course of action. The UST proposal was evaluated as the best value to KFHRA and RGAAF and the negotiated contract amount is within the budget for this project. The UST team has excellent references and vast experience working on Fort Hood projects. UST was the contractor for the Army Radar Approach Control facility project completed as a DEAAG in 2017, and as such, are familiar with not only Fort Hood requirements but the limitations and reporting requirements of a DEAAG project.

City Council authorize the City Manager or designee to execute the contract with Unified Services of Texas in the amount of $4,008,815.49 and any and all change orders or supplemental agreements within the amounts set by State, Federal, or local law.
