BACKGROUND INFORMATION
In August, 2014, the City Council authorized the City Manager to enter into a professional services contract with Vanir Construction Management, Inc. for the oversight of the design, bid and construction of Fire Station #9. In November 2014, City Council authorized the City Manager to enter into a professional services contract with Wiginton, Hooker and Jeffries (WHJ) to prepare Architecture and Engineering (A & E) for a fully functional fire station to be located on 5400 Bunny Trail. WHJ prepared A & E, Bid Documents and a Project Manual. Bids were advertised as legally required and returned for evaluation on October 1, 2015. Bids have been evaluated for legal and fiscal viability.
DISCUSSION/CONCLUSION
Design work and construction documents for Fire Station #9 project were completed in August 2015. Bid 16-01 for the construction of Fire Station #9 was advertised September 13 and 20, 2015. Four bids were received for the project. The four submittals and their corresponding base bid are shown in the table below.

Lott Brothers Construction represents the lowest responsible bid for the Killeen Fire Station #9 project and meets all requirements of the bid specifications.
FISCAL IMPACT
Funds in the amount of $4,520,000 for the construction of Fire Station #9 will be available in the Fire Station #9, bond Project expense account #347-3490-800.58-78.
RECOMMENDATION
Staff recommends that City Council authorize the City Manager to execute a contract with Lott Brothers Construction for the construction of Fire Station #9 in the amount of $4,520,000 and the City Manager is further authorized to execute any change orders in the amounts allowed by state law.
