Presiding:                     Mayor Joseph Solomon

 

Attending:                     Mayor Protem Jessica Gonzalez, Councilmembers Debbie Nash-King, Beverly Ann Williams, Anthony Kendrick, Mellisa Brown, David Bass and Charles Kimble appearing via ZOOM.

 

Also attending were Interim City Manager Laurie Wilson, City Attorney Holli Clements, Executive Director of Communications Torrie Bethany and Sergeant-at-Arms Lawrence

 

 

Approval of Agenda

 

Motion was made by Councilmember Kendrick to approve the agenda, as presented.  Motion was seconded by Councilmember Brown.  The motion carried unanimously (7-0).

Discussion Items

 

DS-26-046                     Discuss and consider changing the time for Special Meetings scheduled

                                          on June 22, 2026, July 14, 2026, and July 28, 2026

 

Staff Comments: Laurie Wilson, Interim City Manager

Ms. Wilson introduced this item to City Council for consideration. Ms. Wilson was available to provide additional information and to answer questions.

 

No motion of direction was made; consensus to keep the meetings at 5:00 p.m.

 

DS-26-047                     Discuss charter amendments related to election dates, term limits for

                                          elected officials, resign-to-run provision, filling vacancies on City Council,

                                          City Council initiated investigations, candidate filing fee, initiative &

                                          referendum requirements, recall procedures, judicial removal of elected

                                          officials, citizen comment period, and change order briefings by the City

                                          Manager.

 

Staff Comments: Andy Wallander, Deputy City Attorney

Mr. Wallander presented these recommendations from the Charter Review Committee to City Council for discussion and consideration. Mr. Wallander was available to provide additional information and to answer questions.

 

Motion of directions were made with regard to whether or not to place proposed amendments on the ballot for a Charter Election.

 

Election Dates: Councilmember Mellisa Brown made a motion to accept the proposed amendment as presented to move all regular elections to the November uniform election date in odd-numbered years.  Second by Councilmember Beverly Williams. Motion passed 5:2 with Councilmembers Kendrick and Nash-King in opposition.

 

Term Limits: Councilmember Anthony Kendrick made a motion to reject the amendment with regard to term limits.  Second by Councilmember Debbie Nash-King. Motion passed 6:1 with Councilmember Mellisa Brown in opposition.

 

Resign to Run: Councilmember Mellisa Brown made a motion to accept the proposed amendment as presented. Motion failed due to lack of a second. Debbie Nash-King made a motion to remove the “resign to run” provisions to allow Councilmembers to continue to serve regardless of running for another position with the City or outside of the City. Motion passed unanimously (7:0).

 

Council Vacancies: Councilmember Debbie Nash-King made a motion to accept the amendment as presented that any vacancy should be filled by appointment no matter when the vacancy occurred or how many vacancies existed. Second by Councilmember David Bass.

Councilmember Mellisa Brown made a motion to amend the motion to add “no more than two appointments could be made within a two-year term” and “any vacancy thereafter would be filled by special election”. Second by Mayor Protem Jessica Gonzalez. Motion to amend failed 3:4 with Councilmembers Bass, Kendrick, Nash-King, and Kimble in opposition. 

Original motion passed 6:1 with Councilmember Mellisa Brown in opposition.

 

Council initiated investigations: Councilmember Mellisa Brown made a motion to accept the proposed amendment as presented to require that City Council adopt an ordinance specifying the procedures to conduct an investigation. The motion failed for lack of a second. Councilmember Mellisa Brown made a motion modify the proposed amendment to strike 'by ordinance' and require the Council to adopt procedures to conduct an investigation. Councilmember Melissa Brown called for the vote. Second by Councilmember Charles Kimble.  Call for the vote fails 3:4 with Councilmembers Kendrick, Williams, Nash-King, and Bass in opposition. Councilmember Debbie Nash-King moves to amend the motion to require that Council adopt procedures through its governing standards to conduct an investigation.  Second by Councilmember Mellisa Brown. Motion to amend passes 6:1 with Councilmember Kendrick abstaining and being counted as a negative vote per governing standards.  Motion as amended fails 3:4 with Councilmembers Bass, Kendrick, Nash-King, and Williams in opposition.

With no further business, upon motion being made by Councilmember Brown, seconded by Councilmember Nash-King, and unanimously approved, the meeting was adjourned at 7:55 p.m.
