TO:                     Kent Cagle, Interim City Manager

FROM:                     Andrew Zagars, P.E. City Engineer

SUBJECT:                     Local Landscape Agreement with the Texas Department of Transportation for the WS Young and I-14 Drainage and Landscape Improvement Project

BACKGROUND AND FINDINGS:

The W.S. Young and I-14 Drainage and Landscape Improvement project was included in the 2021 Capital Improvement Plan.

On June 2, 2026, the city council authorized the award of Bid No. 26-16, W.E. Young and I-14 Drainage and Landscape Improvement project to Gage and Cade Construction, LLC in the amount of $452,115.50.

Since the project limits are within the Texas Department of Transportation (TXDOT) right of way and includes landscaping, a Local Landscape agreement is needed.   The agreement states that the city will be responsible for funding the project, construction, and maintenance once completed.  These agreements are a necessary requirement for any work within the TXDOT right of way that includes landscaping.
