SUBJECT:                     Ordering the May 2, 2026 General Election to elect a Mayor and Three Councilmembers At-Large                     

 

BACKGROUND AND FINDINGS:

 

The Texas Election Code, Chapter 3, provides for the ordering of an election not later than the 78th day before a uniform election date.  In addition to any other elements required, each election order must state the date of the election and the offices or measures to be voted on at the election.

 

The attached ordinance has been prepared ordering the 2026 General Election and giving notice of an election for the purpose of electing a Mayor and three Councilmembers At-Large and designating the Early Voting and Election Day polling locations and times.

CONFORMITY TO CITY POLICY:

 

This ordinance conforms to Article IX (Nominations and Elections) of the City Charter, authorizing the ordering of an election to be held on a uniform election date provided for in the Texas Election Code.

 

FINANCIAL IMPACT:

 

What is the amount of the revenue/expenditure in the current fiscal year? For future years?

 

The estimated expenditure to conduct this election is $90,000.00 for Fiscal Year 2026.  Funds are budgeted to cover the costs associated with the election.  Killeen Independent School District (KISD) has expressed interest in holding a joint election with the City of Killeen (City), and the total costs of election equipment, personnel and supplies would then be divided evenly amongst the two (2) participating entities.

 

Is this a one-time or recurring revenue/expenditure?

 

Holding an election is a recurring expenditure.

 

Is this revenue/expenditure budgeted?

 

Yes, both revenue and expenditures are budgeted.

 

Revenue is allocated to the General Fund under the Election Fees account (100-44400-150-152-000000).

 

Expenditures are budgeted in the General Fund, Legal Department under the following accounts:

RECOMMENDATION:

 

Staff recommends City Council approve the ordinance ordering a May 2, 2026 General Election for the purpose of electing a Mayor and three At-Large Councilmembers.
