SUBJECT:                     Amendment to FY 19-20 Annual Action Plan reprogramming CDBG-CV                     

 

BACKGROUND AND FINDINGS:

 

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) made available CDBG-CV funding to prevent, prepare for, and respond to the Coronavirus in the Killeen Community.   The City Council has previously allocated the funding to several activities and the funding has provided the community with several assistance programs to include utility assistance, rent and mortgage assistance, public health and public safety activities and economic development activities.

 

Killeen City Council recently allocated one million dollars for programs that will provide funding for small business assistance and start up business assistance from the American Rescue Plan Act (ARPA). City staff is proposing to reprogram the remaining balance of CDBG-CV funding in the amount of $294,215.46  in this manner:

$    1,356.89- Interns for Emergency Management

$166,442.00 -Microenterprise Assistance to Public Health and Public Safety programs and activities

$  28,107.92- Quarantine Services to Public Health and Public Safety programs and activities

$    4,429.66 - Subsistence Payments to Public Health and Public Safety programs and activities

$  93,878.99 - Administration and Planning to Public Health and Safety programs and activities.

All expenditures in this category of Public Health and Public Safety will allow for flexibility that the previously approved specific activities did not.

 

THE ALTERNATIVES CONSIDERED:

 

1.                      Do not reprogram the remaining CDBG-CV funding of $294,215.46 into Public Health and Public Safety.

2.                     Reprogram the remaining CDBG-CV funding of $294,215.46 into Public Health and Public Safety programs and activities that prevent, prepare for and respond to the Coronavirus in the Killeen community.

 

Which alternative is recommended? Why?

 

Alternative #2 is recommended to reprogram the remaining CDBG-CV funding of $294,215.46 into Public Health and Public Safety programs and activities that prevent, prepare for, and respond to the Coronavirus in the Killeen community. These remaining CDBG-CV funds can be better used as needed to accommodate community needs as they arise and are identified.

 

CONFORMITY TO CITY POLICY:

 

Yes, as the above-described plans will be amended.

 

This action conforms to City policy by adopted procedures regarding program amendments of annual action plans.

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

Expenditures are already in the Community Development budgets as these expenditures will be used to prevent, prepare for, and respond to the Coronavirus in the Killeen community.

 

Is this a one-time or recurring expenditure?

 

One time

 

Is this expenditure budgeted?

 

Yes, funds are available in the Community Development Block Grant Fund in account 228-3250-426.50-86.

 

If not, where will the money come from?

RECOMMENDATION:

 

Following the public hearing, staff recommends that City Council approve an ordinance amending the FY 19 -20 Annual Action Plan allowing for the reprogramming of CDBG-CV funds in the amount of $294,215.46 to be used for Public Health and Public Safety programs and activities that will continue with preparing, preventing, and responding to the Coronavirus in the Killeen Community.
