Thursday, July 23, 2026, at 3:00 p.m.
Call to Order 3:00 PM.
Presiding: Mayor Joseph Solomon
Attending: Mayor Protem Jessica Gonzalez, Councilmembers Charles Kimble, Beverly Ann Williams, Anthony Kendrick, Mellisa Brown, Debbie Nash-King, and David Bass.
Also attending were Interim City Manager Kent Cagle, City Attorney Holli Clements, Deputy City Secretary Megan Magallon and City Secretary Elaine Simpson.
Approval of Agenda
Motion was made by Councilmember Brown to approve the agenda, as presented. Motion was seconded by Mayor Protem Gonzalez. The motion carried unanimously (7-0).

Executive Session
Mayor Solomon read the exemptions to the Open Meetings Act into the record at 3:43 PM. Pursuant to the Texas Open Meetings Law [V.T.C.A., Government Code, § 551.001 et seq.], the Mayor called a Closed Meeting of the City Council on the 23rd day of July 2026, at 3:43 p.m. under the following authority:
A. Section 551.071 - Consultation with Attorney:
Discuss and consider taking legal action regarding the Board of Adjustment decision overturning the Building Official’s decision to revoke the Certificate of Occupancy for 605 N. Gray Street, Killeen, Texas.

The Mayor adjourned the Executive Session at 5:29 PM and reconvened the Open Session meeting.
Motion: Motion made by Councilmember Bass, seconded by Councilmember Kimble, to file a petition to reverse the decision of the Board of Adjustments. Motion passed by a vote of 6-1. (Nay: Brown)

Motion by Councilmember Nash-King, seconded by Councilmember Bass, to adjourn at 5:43 PM. Motion passed without objection.
