Presiding: Mayor Joseph Solomon
Attending: Councilmembers Charles Kimble, Beverly Ann Williams, Anthony Kendrick, Mellisa Brown, David Bass and Debbie Nash-King. Mayor Protem Jessica Gonzalez arrived late at 6:07 PM.
Also attending were Interim City Manager Kent Cagle, City Attorney Holli Clements, Police Chief Pedro Lopez, Community Development Department Exec. Director Tiffanie McNair, City Secretary Elaine Simpson, Deputy City Secretary Megan Magallon, and Sgt. At Arms K. Moore.
Approval of Agenda
Motion to approve the agenda was made by Councilmember Nash-King and seconded by Councilmember Williams. This motion carried unanimously by a 6-0 vote

Discussion Items
1. DS-26-077 Discuss and Consider potential funding for homeless services for the
remainder of Fiscal Year 2026 and for Fiscal Year 2027.
STAFF COMMENTS: Kent Cagle, Interim City Manager
Interim City Manager Cagle introduced Tiffanie McNair, Executive Director for Community Development Department. Ms. McNair gave a Powerpoint presentation explaining in detail the background and history of the city’s relationship with Friends in Crisis homeless shelter, including information on the financial support provided to the shelter.
Ms. McNair fielded questions from City Council, as did Suzanne Armour and William Hall (managers of Friends in Crisis Shelter), John Haun from Armor of God Ministries, and Police Chief Lopez.
There was a Motion made by Councilmember Brown, seconded by Councilmember Bass, to allocate $100,000 for emergency housing through the Police Department. Councilmember Bass rescinded his second after hearing from Chief Lopez. The Motion died for lack of a second.
Motion 1: Motion by Councilmember Nash-King, seconded by Councilmember Brown, to suspend the regular rules and allow each Councilmember to speak 4 times, for 2 minutes each time. Vote on the motion: Motion passed 6-1 (Nay: Kimble).
Motion 2: Motion by Councilmember Nash-King, seconded by Council Member Brown, to fund the Friends in Crisis emergency homeless shelter to keep it open, in the amount of $116,000 being $29,000 per month starting September 1, 2026, through December 31, 2026, to keep the shelter open through the end of the shelter’s fiscal year, so the Armor of God organization can prepare a homeless shelter to take over when Friend’s shelter closes after the holidays.
Motion 2a: Motion to amend: Amendment by Gonzales, seconded by Kendrick, to get a transition plan within 30 days of the receipt of the first $29,000 payment to the Friends in Crisis shelter to assist Armor of God, or other community partner as may need to take over the homeless services after December. The payment of $29,000 is not contingent upon this transition information/plan being provided.
Call for the Vote: Nash-King, seconded by Kendrick. Carried unanimously 7-0.
Vote on the Amendment: Amendment passed unanimously by a vote of 7-0.
Vote on the Amended Motion: Motion carried unanimously by a vote of 7-0.
Adjournment Motion to adjourn made by Councilmember Kendrick, seconded by Councilmember Nash-King. Motion passed by a vote of 5-2 (Nay: Gonzalez and Brown) to adjourn at 7:27 PM.
