BACKGROUND INFORMATION
The Killeen Police Department is in need of acquiring police rifles/carbines to provide officers with the capability to adequately respond to escalating threats from the increasingly well-armed criminal and/or mentally unstable elements emerging in society. With the proliferation of high powered weapons with high capacity magazines, the potential for officers to encounter hostile threats with superior firepower is ever present. The purchase of these weapons will help to mitigate this threat and to provide these critical resources where and when needed.
DISCUSSION/CONCLUSION
The City of Killeen is a member of eight (8) purchasing cooperatives that are in compliance with Texas Local Government Code section 271.102. Cooperative purchasing allows a group of buyers with a common interest to pool their buying power together in order to negotiate a more favorable pricing on goods and services. Cooperatives are also known as group purchasing organizations or purchasing consortiums. They are set up to aggregate purchasing volume from many different companies and increase the purchasing power from each individual entity. This allows member organizations to aggregate volume of specific commodities, and in doing so, achieve better pricing than they could have on their own. Procurement of 231 FNH USA FN-15 rifles/carbines, and related accessories will be through the State of Texas Purchasing Cooperative.
The FNH USA FN-15 Series rifle will comply with the Police Department's list of specifications. The purchase of these carbines with associated accessories will be from TK Tactical utilizing the State of Texas Purchasing Cooperative, and is exempted from the competitive bid/proposal process as required by Texas Government Code section 251.022.

FISCAL IMPACT
A credit for trade-in of seized and/or retired weapons is being utilized to supplement this acquisition by $80,000. The total acquisition cost of this package is $122,125 ($202,125 - $80,000) and will not exceed available funding. Funding is available from the following sources; the State Seizure Account #208-0000-495-61.35 in the amount $82,057, and the 2013 Justice Assistance Grant Account #207-0000-383.10-19 in the amount $40,068.

RECOMMENDATION
The Staff recommends the acquisition of 231 police rifle/carbine packages acquired from TK Tactical utilizing the State of Texas Purchasing Cooperative for $122,125, and that the City Manager, or his designee, is expressly authorized to execute any and all change orders within the amounts set by state and local law.
