SUBJECT: Professional Services Agreement with Scheibe Consulting, LLC., for the design of the Low Water Crossing Flood Mitigation Phase 1 Project, in the amount of $130,563.05
BACKGROUND AND FINDINGS:
The Fiscal Year (FY) 2025 Capital Improvement Plan included the Low Water Crossing Flood Mitigation - Phases 1 to 3 project. This project addresses three locations where localized flooding occurs. There are approximately 35 low water crossings within the city of which 19 are considered high risk. This project is to address one of those high priority locations, specifically the crossing at S. 28th Street adjacent to the Central Fire Station. This project will realign the drainage ditch to outfall toward Nolan Creek and eliminate the flooding that is creating the road to be impassable during high storms.
City staff have negotiated a professional services agreement (PSA) with Scheibe Consulting, LLC for the design and contract administration of the Low Water Crossing Flood Mitigation Phase 1 Project in the amount of $130,563.05. Scheibe has provided exceptional design and contract administration on several past Drainage projects.

Texas Government Code, Chapter 2254, states that contracts for the procurement of defined professional services may not be awarded on the basis of competitive bids. Instead, they must be awarded on the basis of demonstrated competence and qualifications

RECOMMENDATION:
City Council authorize the City Manager or designee to execute a Professional Service Agreement with Scheibe Consulting, LLC, for the design and construction administration of the Low Water Crossing Flood Mitigation Phase 1 Project in the amount of $130,563.05, and authorize the City Manager, or designee, to execute any and all amendments or change orders within the amounts set by State and Local law.
