SUBJECT:                     Authorize the execution of a Professional Services Agreement with Pipeline Analysis, LLC, for Sanitary Sewer Evaluation Survey Phase 1                     

 

BACKGROUND AND FINDINGS:

 

In 2022, the City of Killeen completed a ten-year sanitary sewer overflow initiative agreement with the Texas Commission on Environmental Quality to find and fix infrastructure deficiencies throughout the City’s wastewater system. On March 14, 2023, City Council approved a sewer flow monitoring study (Resolution No. 23-047R) which is the foundation of a new ten-year program to evaluate and rehabilitate deficiencies in the wastewater collection system.

This new ten-year series of wastewater evaluation and rehabilitation projects, which is part of the 2019 Water and Wastewater Masterplan (Project 9S), will begin with Phase 1 of a sanitary sewer evaluation survey (SSES). 

Pipeline Analysis, LLC, has submitted a professional services agreement that includes the evaluation of 1,172 manholes/cleanouts and 327,549-feet of wastewater mains.  This SSES includes smoke testing, dye flood testing, and closed-circuit television inspection to locate defects, establish least cost repair estimates, and prepare a rehabilitation plan.

This item conforms to state and local policies. Texas Government Code, Chapter 2254, states that contracts for the procurement of defined professional services may not be awarded on the basis of competitive bids. Instead, they must be awarded on the basis of demonstrated competence and qualifications.

City Council authorize the City Manager or designee to execute a Professional Services Agreement with Pipeline Analysis, LLC, for Sanitary Sewer Evaluation Survey Phase 1 in an amount of $628,292.47 and authorize the City Manager, or designee, to execute any and all change orders within the amounts set by state and local law.
