SUBJECT:                     Replacement of Air Ducts at Fire Station 1 and Fire Station 8                     

 

BACKGROUND AND FINDINGS:

 

Fire Stations 1 and 8 were built in 2009 and 2008 respectively.  In October 2022, facilities maintenance staff performed a walk-through of both stations.  Staff identified black organic substance forming around supply grills and ceiling tiles in the bedrooms, kitchen, weight room, community room, and dining area. An indoor air quality test was ordered and identified fungal growth in these areas.  A review of the facility plans and a Mechanical, Electrical, and Plumbing  (MEP) inspection was conducted and the findings identified that the supply grills were not properly insulated and the drywall did not have adequate air ventilation in the attic.  The remedy for this issue is to have the existing supply grills and duct work removed and replaced.  The removal of this contaminated duct work will require professional remediation which will be done by Sisk-Robb in the month of June.  After this is completed the duct work and supply grills will need to be replaced.  The cost to replace and install the duct work for both facilities is $81,260.00.

 

The Brandt Companies, LLC provides this service through the Texas BuyBoard Purchasing Cooperative contract 638-21.

 

THE ALTERNATIVES CONSIDERED:

 

1.                     Not authorize the replacement of the air ducts at Fire Station 1 and Fire Station 8 which will leave both facilities without an operating HVAC unit.

2.                     Authorize the replacement of air ducts at Fire Station 1 and Fire Station 8 which will provide properly insulated supply grills and adequate ventilation; or

CONFORMITY TO CITY POLICY:

 

Facilities Maintenance is seeking approval to replace the duct work at Fire Station 1 and Fire Station 8 through the Texas BuyBoard Purchasing Cooperative.  Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in the Texas Local Government Code (TLGC) section 271.102, subchapter F; a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of goods or services.

The cost to replace the duct work at Fire Station 1 and Fire Station 8 in FY 2023 is $81,260.

RECOMMENDATION:

 

Staff recommends that City Council authorize the replacement and installation of duct work at Fire Station 1 and Fire Station 8 by The Brandt Companies, LLC using the Texas BuyBoard Purchasing Cooperative contract 638-21 in the amount of $81,260.00 and recommends that City Council authorize the City Manager or designee to execute all related documents and any and all change orders within the amounts set by state and local law.
