SUBJECT:                     Professional Services Agreement with Parkhill to Design Trailhead Amenities at Purser Heritage Hike & Bike Trail                     

 

BACKGROUND AND FINDINGS:

 

On April 15, 2025, the City Council directed the Parks and Recreation Department to allocate $2.15 million for the Purser Heritage Hike & Bike Trail.  This funding is designated for the design and construction of trailhead amenities, which will include a playground, splash pad, and restrooms.

 

In accordance with this directive, Staff publicly advertised a Request for Qualifications (RFQ) for Design Services related to the Trailhead Amenities at the Purser Heritage Hike & Bike Trail.  The City received proposals from six firms, which were thoroughly evaluated by an assessment panel comprised of city staff.

 

After a comprehensive evaluation process, Parkhill was selected based on their qualifications.  Staff is proposing an agreement for $317,800 to proceed with the design services.

 

This recommendation aligns with The Killeen Parks and Open Space Master Plan’s park growth focused recommendation PR13 to identify opportunities to fund and construct the additional neighborhood-scaled park amenities originally conceptualized for Purser Heritage Hike & Bike Trail.

Pursuant to Texas Local Government Code, Section 252.022(a)(4), this item is exempt from the competitive bidding requirements, as it is an agreement for the procurement of professional services.

RECOMMENDATION:

 

City Council authorize the City Manager, or his designee, to execute a Professional Services Agreement with Parkhill, Smith & Cooper, Inc. for the design of Trailhead Amenities at Purser Heritage Hike & Bike Trail in the amount of $317,800, and authorize the City Manager, or his designee, to execute any and all change orders within the amounts set by state and local law.
