Citizen Comments
Fire Chief, James Kubinski, spoke regarding the recent tragedy of losing Fire Captain, Marvin Taylor III, who was killed in an off-duty car accident on May 11, 2025.
Lorianne Thomas spoke regarding OR-25-009.
Ordinances
OR-25-008 Consider an ordinance canvassing the returns and declaring results of the May 3, 2025 Special Election regarding a bond election.
The City Secretary read the caption of the ordinance:
AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULTS OF A BOND ELECTION; AND OTHER MATTERS IN CONNECTION THEREWITH.
Prior to the Special City Council Meeting Councilmembers Riakos Adams and Jose Segarra canvassed the results of the May 3, 2025 Special Election regarding a bond election (Proposition B) by reviewing the results provided by the City Secretary’s Office. Councilmember Segarra read the ordinance that certified the results for Proposition B, by stating the number of votes “For” and “Against” the measure, and that a majority of qualified voters of the City of Killeen voted “Against” Proposition B, thereby determining that the Proposition failed at the election.
Motion was made by Mayor Protem Gonzalez to approve OR-25-008. Motion was seconded by Councilmember Solomon. The motion carried unanimously (7-0).
OR-25-009 Consider an ordinance canvassing the returns and declaring results of the May 3, 2025 General and Special Elections.
The City Secretary read the caption of the ordinance:
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF KILLEEN, TEXAS, CANVASSING RETURNS AND DECLARING THE RESULTS OF A GENERAL ELECTION HELD MAY 3, 2025 FOR THE PURPOSE OF ELECTING A DISTRICT COUNCILMEMBER FOR DISTRICT 1, DISTRICT 2, AND DISTRICT 4; AND A SPECIAL ELECTION FOR A PROPOSITION DETERMINING WHETHER DISTRICT 4 COUNCILMEMBER SHALL BE RECALLED.
Prior to the Special City Council Meeting Councilmembers Riakos Adams and Jose Segarra canvassed the results of the May 3, 2025 General Election for the purpose of electing a District Councilmember for District 1, District 2 and District 4 by reviewing the results provided by the City Secretary’s Office. Councilmembers Adams and Segarra also canvassed the results of the May 3, 2025 Special Election determining whether District 4 Councilmember shall be recalled (Proposition A) by reviewing the results provided by the City Secretary’s Office.
Councilmember Segarra read the ordinance that certified the results for the May 3, 2025 General, stating the number of votes each candidate received, and that Jessica Gonazlez was elected District 1 Councilmember, Joseph Solomon was elected District 2 Councilmember and Anthony Kendrick was elected District 4 Councilmember. Furthermore, Councilmember Segarra certified the results for Proposition A, by stating the number of votes “For” and “Against” the measure, and that a majority of qualified voters in District 4 voted “For” Proposition A, thereby determining that the Proposition passed at the election.
Motion was made by Councilmember Boyd to approve OR-25-009. Motion was seconded by Mayor Protem Gonzalez. The motion carried unanimously (7-0).
Special Recognitions and Remarks
Outgoing District 4 Councilmember, Michael Boyd, was recognized for his service and awarded a plaque by the Mayor and fellow Councilmembers.
Oaths of Office and Certificates of Election
Municipal Court Judge, Kris Krishna, administered the Oath of Office, Statement of Officer and Certificate of Election to Jessica Gonzalez, Joseph Solomon, Nina Cobb and Anthony Kendrick.
Standards of Conduct
Assistant City Manager, Laurie Wilson, read the City Council Standards of Conduct. City Council signed the Standards of Conduct accordingly.
Resolutions
RS-25-077 Consider a memorandum/resolution electing a Mayor Protem.
Nomination was made by Councilmember Cobb to appoint Councilmember Solomon as Mayor Protem.
Nomination was made by Councilmember Adams to appoint Councilmember Adams as Mayor Protem.
Motion was made by Councilmember Segarra to appoint Councilmember Adams as Mayor Protem and to approve RS-25-077. Motion was seconded by Councilmember Kendrick. The motion carried 5-2, with Councilmembers Cobb and Solomon in opposition.
Adjournment
With no further business, upon motion being made by Councilmember Cobb, seconded by Councilmember Solomon, and unanimously approved, the meeting was adjourned at 5:47 p.m.
