BACKGROUND AND FINDINGS:
The FY 2023 Capital Improvement Plan includes the construction of the Parks Maintenance Building, Fleet Services Facility, and Police Evidence Storage Building and Parking Lot Expansion. These projects were all included in Certificate of Obligation Bond, Series 2023 that was approved on July 11, 2023.
A request for qualifications for consulting services was posted on December 31, 2023. This request was to help find a consultant to provide project management oversite for design-build projects. The City received five (5) responses. The City evaluation committee then selected three consultants to interview based on the scoring criteria listed in the request. Those consultants included the MRB Group, Merriman Pitt/Anderson, Inc. and Johnson, Mirmiran & Thompson, Inc. (JMT). Of the three, staff determined that JMT’s proposal was the most advantageous to the City and was best suited for the City’s needs on the project.
City staff has negotiated a professional services agreement (PSA) with JMT for Architectural/Engineering Services to Act as the City’s independent Representative for Design/Build Projects in the amount of $724,096. This PSA will allow JMT to act as the City’s project manager (Engineer-at-risk) for the proposed design/build projects. JMT will work with staff to develop the scope of each project and develop a proposal for advertisements to find a design build team to construct the City project. JMT will coordinate and manage projects for the City through design, construction, and acceptance of each project.

RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager or his designee to enter into a Professional Services Agreement with Johnson, Mirmiran & Thompson, Inc. for Architectural/Engineering Services to act as the City’s independent representative for Design/Build Projects in the amount of $724,096, and that the City Manager, or his designee, is expressly authorized to execute any and all change orders with the amounts set by State and Local Law.
