Presiding: Mayor Debbie Nash-King
Attending: Mayor Protem Nina Cobb, Councilmembers Michael Boyd, Jessica Gonzalez, Jose Segarra, Joseph Solomon, Ramon Alvarez, and Riakos Adams
Also attending were City Manager Kent Cagle, Assistant City Manager Laurie Wilson, City Attorney Holli Clements, City Secretary Laura Calcote, and Sergeant-at-Arms Alvarado
Mayor Nash-King gave the invocation. Councilmember Gonzalez led everyone in the Pledge of Allegiance.
Approval of Agenda
Motion was made by Councilmember Boyd to approve the agenda, as presented. Motion was seconded by Councilmember Adams. The motion carried unanimously (7-0).
Presentations
PR-24-004 Killeen Star Award
Mayor Nash-King and Councilmember Jessica Gonzalez recognized Killeen citizen, Les Williams, for being an outstanding community member.
PR-24-005 Presentation regarding the Central Texas State Veterans Cemetery
Executive Secretary to the Veterans Land Board, Tony Dale, Dr. John Kelly and Sergeant Major Goff provided City Council an overview of the Central Texas State Veterans Cemetery.
PR-24-006 Receive a presentation regarding WCID #1 Water System Improvements
Richard Garrett provided City Council an overview of the WCID #1 Water System Improvements options and costs.

Consent Agenda
RS-24-015 Consider a memorandum/resolution authorizing the award of Bid No. 24-16, Street Construction Materials, in an amount not to exceed $700,000 citywide for FY 2024.
RS-24-016 Consider a memorandum/resolution authorizing the execution of a Professional Services Agreement for the development of the 2024 Water and Wastewater Master Plan in the amount of $251,445.
RS-24-017 Consider a memorandum/resolution to hold a Joint General Election with Killeen Independent School District and the Tax Appraisal District of Bell County.
RS-24-018 Consider a memorandum/resolution confirming the City Auditor's annual evaluation and pay increase.
OR-24-001 Consider an ordinance calling the May 4, 2024 General Election to elect a Mayor and three Councilmembers-at-Large.
The City Secretary read the caption of the ordinance:
AN ORDINANCE ORDERING THE HOLDING OF AN ELECTION IN THE CITY OF KILLEEN, TEXAS, FOR THE PURPOSE OF ELECTING A MAYOR AND THREE COUNCILMEMBERS-AT-LARGE; PROVIDING FOR THE FILING OF WRITTEN APPLICATION TO HAVE THEIR NAMES PRINTED ON THE OFFICIAL BALLOT; FIXING THE TIME WITHIN SUCH APPLICATION MAY BE FILED; SPECIFYING THAT THE PROVISIONS OF THE GENERAL ELECTION LAWS SHALL CONTROL ALL QUESTIONS PERTAINING TO SUCH ELECTION; PRESCRIBING THE CONTENTS OF THE OFFICIAL BALLOT; NAMING THE EARLY VOTING CLERK; DESIGNATING EARLY VOTING POLLING PLACES, AND PROVIDING FOR POSTING AND PUBLICATION OF NOTICE OF ELECTION AND CONTAINING MISCELLANEOUS PROVISIONS.
Motion was made by Councilmember Adams to approve the Consent Agenda, as presented. Motion was seconded by Mayor Protem Cobb. The motion carried unanimously (7-0).
Public Hearings
PH-24-002 HOLD a public hearing and consider an ordinance amending the FY 2024 Annual Budget of the City of Killeen to increase revenue and expense accounts in multiple funds.
The City Secretary Read the caption of the ordinance:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF KILLEEN, TEXAS, AMENDING THE FY 2024 ANNUAL BUDGET OF THE CITY OF KILLEEN TO INCREASE REVENUE AND EXPENSE ACCOUNTS IN MULTIPLE FUNDS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; PROVIDING A SAVINGS CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.
Staff Comments: Miranda Drake, Assistant Director of Finance
This item was presented to City Council during their January 23, 2024 Workshop meeting. Ms. Drake was available to provide additional information and to answer questions.
Mayor Nash-King opened the public hearing.
With no one appearing, the public hearing was closed.
Motion was made by Councilmember Adams to approve PH-24-002. Motion was seconded by Councilmember Solomon. The motion carried unanimously (7-0).
Adjournment
With no further business, upon motion being made by Councilmember Boyd, seconded by Councilmember Segarra, and unanimously approved, the meeting was adjourned at 6:13 p.m.
