SUBJECT: Authorize the execution of a Memorandum/Resolution authorizing a Professional Services Agreement with MRB Group for the design of the Emergency Homeless Facility in the amount of $255,970.00.
BACKGROUND AND FINDINGS:
Having a genuine desire and determination amongst the community, stakeholders, and City leadership to bring positive change to address homelessness in Killeen, the City of Killeen City Council adopted the Homelessness and Mental Health Strategic Plan (HMHSP) (Resolution 23-034R) on February 14, 2023. The HMHSP was developed to reduce and address the duration and frequency of homelessness within the City.
A key take-away from the data used in preparing the HMHSP was that a majority of individuals within Bell County and Killeen receive only a minimal level of basic services. A major emphasis and recommendation of the HMHSP was for the City of Killeen to construct a campus with a “transformational center focus” with robust, targeted, and customized trauma-informed care services to address the root causes of those experiencing homelessness. With the focus in reducing existing homelessness, the campus would provide a range of services at the center with some agencies and service providers having a direct or indirect presence at the center. Additionally, the HMHSP recommended that the City construct the campus and for operations to be conducted by a homeless service provider. The campus would remain a City-owned facility with the service provider paying a nominal fee to occupy the space, thereby offsetting overhead costs for a facility to benefit the operations and direct services.
The professional services agreement with MRB Group will provide for surveying, civil engineering, and architectural services to prepare for construction of the facility to be used as an emergency shelter and to provide homelessness services. The preparation of an initial concept plan, preparation of construction plans, and obtaining a proposal for geotechnical services would also be included in the scope of work.

Staff recommends authorizing the City Manager to execute a Professional Services Agreement with MRB Group in the amount of $255,970.00 for surveying, civil engineering, and architectural services.
The MRB Group has extensive experience required for this project that includes site design, drainage analysis, architectural design, and urban landscaping. City staff has interviewed the consultant and determined that MRB Group best meets the needs for this project. MRB Group has submitted a fair and reasonable proposal for their services and has a good prior project delivery history with City projects.

RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager, or his designee, to execute a Professional Services Agreement with MRB Group in the amount of $255,970.00 for surveying, civil engineering, and architectural services, and any change orders or amendments within the amounts set by State and local law.
