SUBJECT:                     Interlocal Agreement For City of Killeen Elderly Transportation Program                     

 

BACKGROUND AND FINDINGS:

 

The City of Killeen Elderly Transportation Program (ETP) has been active since 1997. The purpose of the program is to provide public service through the payment of fares for transportation for City of Killeen residents aged 62 or over with an annual income 80% or below the area median income.

Annually, following the approval of funding by Council, the City of Killeen executes an interlocal agreement (ILA) with Hill Country Transit District (HCTD) to provide general public transit services in the City of Killeen. The current ILA was approved on November 5, 2024, as 24-200R, with an effective date of January 1, 2025. A separate ILA is required for the ETP.

Since 2022, HCTD has provided services specifically for the ETP.  Utilizing its Urban Micro Transit and Commuter Regional Services, HCTD will transport qualified participants from a specific origin to specific destination within the designated micro transit zones which includes the Killeen Urbanized Zone Area (UZA) and the Temple UZA.  The Killeen UZA includes Copperas Cove and Harker Heights; the Temple Uza includes Temple and Belton.

On July 24, 2024, Killeen City Council approved Ordinance No. 24-029 authorizing the allocation and expenditure of Community Development Block Grant (CDBG) funds for in Fiscal Year 2025 (FY2025). The City of Killeen ETP was awarded CDBG funds in the amount $10,793.00, Additionally, the City of Killeen FY2025 Budget, adopted September 3, 2024, allotted $40,000.00 from General Fund for the program for a total of $50,793.00.

RECOMMENDATION:

 

Staff recommends City Council authorize the City Manager, or his designee, to enter into an interlocal agreement and execute amendments as permitted by state and local law with Hill Country Transit District for the City of Killeen Elderly Transportation Program in the amount of $50,793.00
