BACKGROUND AND FINDINGS:
The Killeen Police Department (KPD) currently operates a diverse array of technological systems to manage body-worn cameras, in-car cameras, TASERs, automatic license plate readers, virtual-reality-based training, internal affairs tracking and the associated evidence these systems generate. Included among these are legacy systems that require ongoing maintenance due to the critical evidence and data they contain. This fragmented approach necessitates that employees manage multiple user accounts and navigate between disparate systems, leading to inefficiencies and operational challenges.
To streamline and enhance our operations, KPD proposes entering into an eight-year contract with Axon Enterprise, Inc. for a comprehensive hardware and software solution. This partnership will replace our existing systems with a unified, integrated ecosystem designed to improve the efficacy and efficiency of our law enforcement activities.
Axon's solution offers an ecosystem of interconnected hardware and software components that seamlessly integrate with one another, including our Real Time Crime Center. This integration is specifically engineered to support and enhance daily law enforcement operations, providing KPD with the necessary tools to ensure both officer and community safety.
The proposed contract with Axon Enterprise, Inc. represents a strategic investment in the future of KPD's technological infrastructure. By consolidating our systems into a single, integrated ecosystem, we can enhance our operational capabilities, improve officer and community safety, and achieve greater efficiencies across the department.
Funding for this project is secured, in part, by using previously approved funds for existing KPD Technologies including Tasers, Coban body worn cameras and servers, Vigilant LPR systems, Fusus RTCC software and IA pro software. Existing individual Axon contracts for Tasers and Fusus will be terminated and incorporated into this agreement.

CONFORMITY TO CITY POLICY:
Axon Enterprise, Inc. is on Buyboard purchasing cooperative contract No. 648-21. Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F;” a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”

RECOMMENDATION:
The city staff recommends that the City Manager or his designee be authorized to execute the contract with Axon Enterprises, Inc. in the amount of $13,725,000 over an eight-year period, and authorize the City Manager, or designee, to execute any and all change orders within the amounts set by State and Local Law.
