SUBJECT:                     Authorize the execution of a Professional Service Agreement with Kimley-Horn Associates, Inc., for the design of the Featherline Road Reconstruction Project, in the amount of $1,833,873.00                     

 

BACKGROUND AND FINDINGS:

 

This project was discussed at the City Council meeting on September 17, 2024, during the future bond discussion.  During the meeting, the Council selected projects to be included in a Certificate of Obligation (CO) Bond for early 2025. The reconstruction of Featherline Road was included in those projects. The reconstruction of Featherline Road was also the topic in several meetings related to development along the roadway.  The pubic expressed a strong interest in the project.  As a result, staff is proposing to move forward with the design of the Featherline Road project prior to the start of the bond process.  This will help speed up the timeline of the design and start of construction.

 

The project will include replacement of the existing two-lane roadway with a 3-lane road, (one lane of traffic each way with center turn-lanes and median) between Stagecoach Road and Chaparral Road.  The project will construct sidewalks, street trees, and lighting along the entire length. This project will include the installation of a 12-inch water main, which is a project included in the proposed 2025 Water Master Plan and stormwater improvements.  Also included in this project is the improvement of the intersection of Featherline Road and Malmaison Road.  The improvement will include either a roundabout or signalized intersection.

 

Staff requested quotes from Kimley-Horn Associates Inc. for this work based on their experience in designing similar projects and working with the City of Killeen in the past.  City staff has negotiated a formal proposal with Kimley Horn for the design of the Featherline Road Reconstruction project in the amount of $1,833,873.00.

CONFORMITY TO CITY POLICY:

 

Pursuant to Texas Local Government Code (TLGC), section 252.022(a)(4), this item is exempt from the competitive bidding requirements, as it is an agreement for the procurement of processional services.

 

FINANCIAL IMPACT:

 

What is the amount of the revenue/expenditure in the current fiscal year? For future years?

 

The fee for services is in the amount of $1,833,873.00.

 

Is this a one-time or recurring revenue/expenditure?

 

This is a one-time expenditure.

 

Is this revenue/expenditure budgeted?

If not, where will the money come from?

 

A future bond issuance is anticipated to finance the project expenditures, and until the bond is finalized, costs will be recorded in the CIP governmental fund. The CIP fund will have funds available due to the estimated excess fund balance from FY 2024. Once the bond is approved, the fund will be adjusted to account for these initial expenditures.

 

Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?

 

Upon approval of the proposed CO Bond and associated Budget Amendment, the budget will cover the entire cost of the Featherline Roadway project.

 

RECOMMENDATION:

 

Staff recommends that the City Council authorize the City Manager or his designee to enter into a Professional Services Agreement with Kimley-Horn and Associates Inc. for the design of the Featherline Road Reconstruction project in the amount of $1,833,873.00, and that the City Manager, or his designee, is expressly authorized to execute any and all change orders within the amounts set by State and Local Law.
