BACKGROUND AND FINDINGS:

 

The purpose of this memorandum is to formally request approval for the acquisition of a tactical SWAT robot to support the Killeen Police Department's Special Weapons and Tactics (SWAT) Team and patrol drones. This technology is widely recognized as an essential tool for modern tactical operations and is recommended by national and state-level law enforcement organizations. The use of a tactical robot will significantly enhance officer safety, reduce liability, strengthen crisis negotiation capabilities, and improve KPD's ability to manage high-risk incidents.

The integration of patrol drones and an indoor SWAT drone provides critical capabilities that directly support officer safety, enhance situational awareness, and strengthen the department's ability to manage incidents efficiently and safely. Patrol officers frequently respond to rapidly evolving situations, including fleeing suspects, in-progress violent crimes, missing persons, traffic fatalities, and perimeter containment.

The Axon R10 drones are an integral part of the ICOR robot system and will be utilized by the Killeen Police Department SWAT Team during high-risk deployments. The tactical robot and R10 drones will operate as a single integrated unit through the FUSUS and Axon software platforms within the Real Time Crime Center, providing senior command staff with real-time intelligence and enhanced situational awareness during critical incidents.

The Axon X10 drones further enhance this capability by providing rapid aerial overwatch, indoor and outdoor reconnaissance, and immediate visual access to areas that may be unsafe for officers to enter. When deployed in coordination with the ICOR robot and R10 drones, the X10 platforms expand the department’s ability to assess threats, track suspect movement, and support informed command-level decision-making in dynamic, high-risk situations.

FY 2026 funding for this project is secured by using previously approved CIP funds for the KPD Records Management System (RMS) Niche project.

 

ICOR Technology is a GSA vendor under GS-07F-00430V and will not require a three-quote competitive bid. The quote is for a one-time cost of $149,144.28 with a 3-year extended warranty.

 

The Axon purchase will require increasing and amending the current eight-year contract and increasing the contract amount by $300,387.60 over a five-year period. Existing individual Axon contracts for Tasers and Fusus will be incorporated into this agreement. Year one expenditure will be $137,023.92, with years 2 to 5 costing $40,840.92 each, which will be budgeted from the Police Department General Fund.

Axon Enterprise, Inc. is part BuyBoard Proposal #718-23.

Purchases made through cooperative contracts are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F;" a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."

RECOMMENDATION:

 

The city staff recommends that the City Manager or his designee be authorized to execute the purchase with ICOR Technology in the amount of $149,144.28 and amend the Axon Enterprise, Inc. contract in the amount of $137,023.92, followed by $40,840.92 per year, through fiscal year 2030.  Further, staff recommends that the City Manager, or designee, be authorized to execute any and all change orders within the amounts set by State and Local Law.
