SUBJECT:                     Authorize the execution of a Letter of Agreement for Two (2) Motor Control Centers (MCC’s) for Lift Station #22 and Lift Station #23                     

 

BACKGROUND AND FINDINGS:

 

Lift Station #22 serves the areas north of Reese Creek and east of Bunny Trail and on average pumps 16 MG of wastewater per month. Lift Station #23 was built in 2000, serves the area north of Reese Creek and west of Bunny Trail and pumps an average of 7.8 MG of wastewater per month. Both lift stations pump wastewater to Bell County Water Control and Improvement District (WCID) #1 South Wastewater Treatment Plant. Motor Control Centers (MCC) are required in lift stations by Texas Commission on Environmental Quality (TCEQ) as it is an assembly to control electric motors in one central location for easy maintenance of the lift stations.

The MCC at Lift station #22 is currently combined with the site’s Supervisory Control and Data Acquisition (SCADA) equipment inside one enclosure. Due to the current location, the internal temperature regularly exceeds the upper limit for the SCADA equipment, causing damage to various relays and fuses. It has been recommended to remove and replace the current MCC and isolate the new equipment within a separate enclosure. This would allow us to regulate the temperature for the SCADA equipment within its own panel, in turn extending its life and reliability.

The MCC at Lift Station #23 is now four years beyond its life expectancy of twenty years and is starting to display signs of deterioration, due to the age. Some consequences are the door seal is deteriorating, the screen inside the panel is losing its backlight, and most importantly, the current panel enclosure lacks sufficient space for modern electrical components such as motor starters, breakers, and pump safe modules. 

Quotes were received from The Brandt Companies, LLC on BuyBoard contract #733-24 to provide and install two (2) Motor Control Centers (MCC’s); one (1) for Lift Station #22 for $83,790.00 and one (1) for Lift Station #23 for $46,881.00. The total amount for replacement of the MCC at both lift stations is $130,671.00.  

Immediate replacement is highly recommended to ensure continued functionality of wastewater services, resolve complications during routine maintenance, and establish long-term reliability for future needs. Funding is allocated in the Fiscal Year 2024 Water and Sewer Division Budget.

RECOMMENDATION:

 

Authorize the City Manager, or his designee, to execute the Letter of Agreement with The Brandt Companies, LLC in the amount of $130,671.00 and authorize the City Manager, or his designee, to execute any and all change orders within the amounts set by State and Local law.
