BACKGROUND AND FINDINGS:

The Zephyr Road Reconstruction Project was listed in the 2022 CIP list for streets to be reconstructed.  The project was the next roadway to follow Bunny Trail, Gilmer, Watercrest, Willow Springs, and Stagecoach.  The project addresses serious road degradation, outdated underground utility infrastructure, landscaping to match the City of Killeen’s beautification efforts, as well as updating lighting and traffic signals.

Key elements of the 1.9-mile three lane roadway reconstruction, incudes a center turn lane/median, sidewalks with ADA compliant ramps, bicycle accommodations, intersection improvements, street lighting and traffic signal improvements, and access management.

City staff have negotiated a professional services agreement (PSA) with Garver, LLC for the design of the Zephyr Road Reconstruction Project in the amount of $2,051,906.90.  Garver has provided exceptional design for the City of Killeen on several projects in the past.
