SUBJECT: Award Bid No. 26-28 Terminal Rehabilitation Improvements Phase I
BACKGROUND AND FINDINGS:
The Killeen Regional Airport has identified critical terminal infrastructure that has reached the end of its useful life. This is a three-phase project that will improve passenger safety and comfort by upgrading key systems, including elevators and escalators, the public address and fire control systems, restrooms, and curbside sidewalks, while also reducing maintenance costs.
On August 26, 2025, the City received a $950,000 Federal Aviation Administration (FAA) Airport Infrastructure Grant (AIG) to fund the project's design phase; including administration, design, bidding, and engineering services. Design services have since been completed.
Phase I of the project includes the replacement of the Pre-Conditioned Air (PCA) units at Gates 1 and 6, including new hose reels and carts, replacement of two terminal elevators, and refurbishment of two escalators. The project will be funded through a combination of FAA AIG and Airport Improvement Program (AIP) grants, which will fund 95 percent of eligible project costs. The remaining 5 percent local match will be funded through the FAA-approved Passenger Facility Charge (PFC) Program Application dated March 14, 2025. As a result, there will be no impact to the Aviation Operating Fund or fund balance.
The project was advertised beginning April 26, 2026, in the local newspaper, on the City's website, and through multiple statewide electronic bidding platforms. A pre-bid meeting was held on May 5, 2026, and was attended by two general contractors and six subcontractors.
Bids were publicly opened on June 11, 2026. The City received one bid in response to the solicitation, as summarized below:

Although only one bid was received, the project was competitively advertised and made available through multiple procurement channels to encourage participation. Airport staff and the City's consultant, Garver, conducted a comprehensive review of the bid and determined that The Trevino Group Inc.'s bid is responsive, responsible, and represents a fair and reasonable cost for the work to be performed.
Based on this evaluation, airport staff and Garver recommend awarding the construction contract to The Trevino Group Inc. in the amount of $3,068,784.
