BACKGROUND INFORMATION
Staff initiated a project to rehabilitate taxiways Bravo and Delta and Chet Edwards Loop in 2014 to renew those surfaces after twelve (12) years of continuous use. Following the completion of the design for the project by Jacobs Engineering, the project was let for bid.
DISCUSSION/CONCLUSION
Appropriate notices per purchasing guidelines were posted on various websites and newspapers including the Killeen Daily Herald, the City of Killeen Purchasing website, DemandStar, the State of Texas E.S.B.D, and IonWave E-Bid website. A pre-bid meeting was held on July 9, 2015, with very low participation by potential contractors, indicating apparent limited contractor interest in the project. In an effort to understand the poor meeting response and to generate interest in the project, Airport staff and Jacobs Engineering reached out to many contractors in the Central Texas area, including several which had worked on prior Airport projects. The over-riding response was that most companies had sufficient work and did not plan on bidding the project. To further the chance that a qualified bidder would respond to the project, the bid date was extended two weeks. On Tuesday, August 11, 2015, bids for the project were opened, but only one bid was received. The bid was submitted by APAC-Texas, Inc. of Round Rock, Texas, for the base bid and add alternates 1 and 2. The bid and engineer’s estimate are summarized as follows:

Following consultation with the FAA and Jacobs Engineering, it was determined this bid should be rejected.
FISCAL IMPACT
There is no fiscal impact rejecting this bid.
RECOMMENDATION
Staff recommends the bid from APAC-Texas, Inc. in the amount of $3,320,925.80, for the base bid and add alternatives 1 and 2, be rejected.
