BACKGROUND INFORMATION
The City's current Thoroughfare Development Manual was adopted in 1984 (CCM/R 84-87R) as a planning tool to guide development of the City. The City Council found that the plan and manual are essential to guide future public and private development decisions. Through the plan and manual, the City has the opportunity to implement street development standards in undeveloped areas and improve and upgrade thoroughfares in already developed areas over a period of years.
Since the adoption of the Thoroughfare Development Manual, the plan has been adopted and amended multiple times with the latest revision being June 22, 2010 (CCM/R 10-063R).
DISCUSSION/CONCLUSION
On February 24, 2014, Alliance Transportation Group, Inc., presented a proposed project scope to the City Council to update a comprehensive thoroughfare plan. Based on the presentation, the City Council unanimously requested that City staff negotiate an agreement to provide the plan update.
Alliance Transportation Group, Inc., has submitted a professional services agreement, which will provide for the following elements: a transportation system capacity deficiency analysis, a quantitative analysis to develop proposed projects for inclusion in the plan, and a realistic and achievable thoroughfare plan including a typology of transportation facilities by class and function. The proposed scope of services and budget summary has been attached as additional information.
FISCAL IMPACT
The cost for this proposed professional service contract is $165,562.43. A proposed future Certificate of Obligation Bond issuance reflected in the Reimbursement Resolution considered by City Council on February 25, 2014 (see CCM/R 14-023R) will reimburse the General Fund and track expenditures in the Reimbursement Resolution Thoroughfare Plan Account, No. 010-9501-492.50-69 when proceeds from the sale of the Certificate of Obligation Bonds are received.
RECOMMENDATION
City staff recommends that the City Council authorize the City Manager to enter into an agreement with Alliance Transportation Group, Inc., for the 2014 Thoroughfare Plan Update in the amount of $165,562.43, and that the City Manager be authorized to execute any and all change orders within the amounts set by the state and local law.
