BACKGROUND AND FINDINGS:

On July 21, 2023, the city purchased the animal shelter located at 3518 East Rancier Avenue.  The city began utilizing the existing clinic for the city animal control services and surgery center.  The facility closed in April of 2026 due to the presence of mold.  The city remediated the mold and reviewed the options of renovating the building for the uses needed by the city. The City contacted Michael Marrs Architects to review the options on remodeling the building.  The options included installing floor drains, remodeling the kennel spaces, creating separate facilities for both cats and dogs, and reviewing the surgical spaces and office spaces.

City staff has negotiated a professional services agreement (PSA) with Michael W. Marrs Architects, Inc. for the design of the Killeen Animal Shelter Renovation Project in the amount of $191,500.00.  This includes the full amount of design for both proposed phases of the concept design.
