SUBJECT:                     Adopt a resolution in support of the application to the KTMPO Call for Projects for Chaparral Road Phase 2                     

 

BACKGROUND AND FINDINGS:

 

On August 31, 2023, the Killeen-Temple Metropolitan Planning Organization (KTMPO) held an area-wide Call for Projects.  The Call for Projects is in preparation for the development of the 2050 Metropolitan Transportation Plan (MTP) that show approved transportation projects.  The Call for Projects selects projects that will provide funding for a variety of transportation related projects that follow the TXDOT Categories.  Those Categories are Category 2 - Metropolitan Corridors, Category 4 - Statewide Connectivity, Category 7 Surface Transportation Program - Metropolitan Mobility, Category 9 - Transportation Alternative Program, Category 10 - Carbon Reduction, and Supplemental Transportation Programs.  If selected, the grant would provide an additional $24,000,000 in funding for Phase 2 of the Chaparral Road Project though KTMPO to be used for construction only costs but not costs associated with design, studies, or property acquisition. 

 

Chaparral Road Widening Project Phase 1 has been previously approved for funding by KTMPO and has been currently awarded $12,880,000.  Phase 1 begins at SH 195 and extends to East Trimmier Road.  This application would allow for additional construction funding to be applied for the Phase 2 portion of the project that begins at East Trimmer Road and extends eastward to the intersection of Stillhouse Lake Road (FM 3481).

 

The city is proposing to submit an application for this request that is due on October 27, 2023.

As part of the application, a resolution of support by the governing body is needed to be included in the application.

 

THE ALTERNATIVES CONSIDERED:

 

Alternative 1 - Do not approve the Resolution of Support for Killeen’s funding application.

 

Alternative 2 - Approve the Resolution of Support for Killeen’s application with KTMPO for funding through their 2023 Call for Projects for Chaparral Road.

 

Which alternative is recommended? Why?

 

Alternative 2 - Approve the Resolution of Support Killeen’s application with KTMPO for funding through their 2023 Call for Projects for Chaparral Road is recommended.  This submittal will allow for needed additional funding for the Chaparral Road project if approved.

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

The application is for $30,000,000 in additional grant funding for the Chaparral Road project.  The KTMPO Funds may be used only for construction of the project.  The KTMPO fund requires a local match of 20% of the project cost, comprised of cash or Transportation Development Credits (TDC’s), if eligible.  If approved the KTMPO funding will be $24,000,000 for the full amount of the request.  The City of Killeen would be responsible for all non-reimbursable costs and 100% of overruns, if any.

$3,000,000 is available in the Governmental CIP Fund in account 349-8934-493.69-01 and $500,000 is available in the Drainage Utility CIP Fund in account 375-8934-493.69-03 which is fifty-eight percent (58%) of the required twenty percent (20%) match of $6,000,000.

RECOMMENDATION:

 

City staff recommends approve of the Resolution of Support for Killeen’s application with KTMPO for the 2023 call for projects for Chaparral Road Phase 2.  This will assist in the funding for the construction of the Chaparral Road Widening project.
