SUBJECT: Authorize the City Manager to enter into a LOSA with the Texas Department of Transportation for the Bunny Trail Roadway Reconstruction Project.
BACKGROUND AND FINDINGS:
The FY 2022 Capital Improvement Plan included eight projects in the Transportation Street Reconstruction Priority List as a result of the pavement management program. These are roadway projects that need total reconstruction over periodic maintenance. Bunny Trail was one of the projects that was included as a top priority project. This project was combined with the drainage capital project Bunny Train Drainage Improvements also included in the FY 2022 Capital Improvement Plan.
On November 16, 2021, the City Council passed a resolution to enter into an agreement with Kimley-Horn to perform the preliminary design for the reconstruction of Bunny Trail. The scope of the project included the initial design studies for geotechnical analysis, pavement design, drainage, and traffic analysis.
This project is in the final design phase of development with construction bidding anticipated early 2024. To proceed with the drainage portion of the project located at the intersection, a Local On-System Agreement (LOSA) is needed with the Texas Department of Transportation (TXDOT). The LOSA allows the City to construct the needed improvements in the intersection and along W. Stan Schlueter Loop. The improvements include construction of a new inlets at the intersection with Bunny Trail and a drainage pipe conveying the stormwater runoff east to the existing drainage ditch system near the newly constructed Starbucks. Once construction is completed, the City of Killeen will be responsible for maintaining the new drainage improvement.
The LOSA does not include any funding agreements between TXDOT and the City of Killeen and only permits the City to construct and maintain the drainage system.
THE ALTERNATIVES CONSIDERED:
Alternative 1 - Do not approve entering into the LOSA. Doing so will prevent the needed drainage improvements at the intersection of Bunny Trail and W. Stan Schlueter Loop.
Alternative 2 - Authorize the City Manager to enter into a LOSA with TXDOT to allow the city to construct the needed drainage improvements for the intersection of Bunny Trail and W. Stan Schlueter Loop.
Which alternative is recommended? Why?
City staff recommends Alternative 2 -Authorize the City Manager to enter into a LOSA with TXDOT to allow the city to construct the needed drainage improvements for the intersection of Bunny Trail and W. Stan Schlueter Loop. Currently this intersection floods during heavy storm events due to the lack of an outlet for the stormwater runoff. This project will correct this issue.
