SUBJECT: Professional Services Agreement with Garver, LLC-New GA Terminal Building at Skylark Field Airport
BACKGROUND AND FINDINGS:
This project will replace and relocate the existing 60-year-old terminal that is beyond its useful life and is non‐conforming with design standards. A newly constructed terminal will include solar integration and energy efficient windows, doors, and overall modern infrastructure that better fits the needs of Skylark Field Airport and its users. It will also reduce utility and maintenance costs, plus greatly improve the efficiency and safety of passenger movement.
The City Council approved a City Ordinance authorizing the issuance of Certificate of Obligation bonds for certain projects. One of the authorized projects was the Construction of a new FBO building at Skylark Field.
The City also applied for and received a Federal Aviation Administration (FAA) Airport Terminal Program (ATP) grant, an FAA Airport Infrastructure Grant (AIG), and a Texas Department of Transportation (TxDOT) Terminal Program Grant for the construction phase of this project. The project design has been completed and bids were received and opened on July 3, 2024. The acceptance of the recommended bid will be considered under a separate agenda item.
The construction phase of this project will be funded through a combination of funding from the FAA ATP grant, FAA AIG, TxDOT, and the Bond Fund.
Since Skylark Field is a general aviation airport, it falls under the FAA’s State Block Grant Program. As such, the Texas Department of Transportation’s (TxDOT) Aviation Division will be administering the grants on behalf of the FAA.
The FAA requires federally funded projects to have professional experienced oversite and documentation of the construction process.
To that end, staff has negotiated a professional services agreement with Garver, LLC, in the amount of $482,500, for the Construction Administration, On-Site Resident Project Representative Services, Construction Material Testing, and Project Closeout Services for the New GA Terminal Building. The Garver team is the Aviation Department’s engineer of record and was selected in accordance with state law.

RECOMMENDATION:
Staff recommends that the City Council approve a professional service agreement with Garver, LLC for the construction phase of the New General Aviation Terminal Building at Skylark Field Airport, in the amount of $482,500 and recommends that the City Council authorize the City Manager, or designee, to execute all contract documents and all change orders or actions within the amounts set by state and local law.
