Ordinances
OR-26-009 Consider an ordinance canvassing the returns and declaring results of the May 2, 2026 General and Special Elections for the purpose of electing a Mayor, three Councilmembers At-Large and a Councilmember for District 3.
The City Secretary read the caption of the ordinance:
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF KILLEEN, TEXAS, CANVASSING RETURNS AND DECLARING THE RESULTS OF THE GENERAL AND SPECIAL ELECTION HELD MAY 2, 2026 FOR THE PURPOSE OF ELECTING A MAYOR, THREE COUNCILMEMBERS AT-LARGE, AND A DISTRICT 3 COUNCILMEMBER.
Prior to the Special City Council Meeting Councilmembers Anthony Kendrick and Jessica Gonzalez canvassed the results of the May 2, 2026 General and Special Elections for the purpose of electing a Mayor, three Councilmembers At-Large, and a District 3 Councilmember by reviewing the results provided by the City Secretary’s Office.
Councilmember Gonzalez read the ordinance that certified the results for the May 2, 2026 General and Special Elections, stating the number of votes each candidate received, and that Joseph Solomon was elected Mayor, Debbie Nash-King, Mellisa Brown and Beverly Ann Williams were elected Councilmembers At-Large and David Bass was elected District 3 Councilmember.
Motion was made by Mayor Protem Alvarez to approve OR-26-009. Motion was seconded by Councilmember Kendrick. The motion carried unanimously (4-0).
Special Recognitions and Remarks
Outgoing Mayor Riakos Adams and Councilmembers Ramon Alvarez and Joseph Solomon were recognized for their service and awarded plaques by City staff.
Oaths of Office and Certificates of Election
Bell County Judge, David Blackburn, administered the Oath of Office, Statement of Officer and Certificate of Election to Joseph Solomon, Debbie Nash-King, Mellisa Brown, Beverly Ann Williams, David Bass and Charles Kimble.
Standards of Conduct
City Manager, Kent Cagle, read the City Council Standards of Conduct. City Council signed the Standards of Conduct accordingly.
Resolutions
RS-26-075 Consider a memorandum/resolution electing a Mayor Protem.
Nomination and motion were made by Councilmember Nash-King to appoint Councilmember Kendrick as Mayor Protem. Motion was seconded by Councilmember Bass. The motion failed 3-4, with Councilmembers Kimble, Brown, Williams and Gonzalez in opposition.
Nomination and motion were made by Councilmember Brown to appoint Councilmember Gonzalez as Mayor Protem and to approve RS-26-075. Motion was seconded by Councilmember Kimble. The motion carried unanimously (7-0).
Adjournment
With no further business, upon motion being made by Councilmember Nash-King, seconded by Councilmember Brown, and unanimously approved, the meeting was adjourned at 6:08 p.m.
