SUBJECT:                     Families in Crisis Funding Agreement for Homeless Shelter Services and Operations                     

 

BACKGROUND AND FINDINGS:

 

Families in Crisis (FIC) provides emergency shelter and supportive services to persons experiencing homelessness through several programs including but not limited to: Domestic Violence Shelter, Emergency Solutions Grant Shelter Program, and Killeen Homeless Shelter, also known as, Friends in Crisis.

During Fiscal Year 2024, the City of Killeen awarded FIC $350,000 American Rescue Plan Act (ARPA) funds to support continuation of shelter services and operations from March through September 2024.  The terms of the agreement were met, and funds fully drawn. 

On November 15, 2024 (Fiscal Year 2025), the City of Killeen received a letter from FIC stating that challenges with funding continued and without assistance, would force the organization to cease operations of its homelessness shelter, Friends in Crisis, starting in March through September 2025.

The amount requested is $350,000.00, which covers expenditures for shelter services and operations.

 

The city and FIC have an active Performance Agreement for homeless shelter services and operations which terminates July 1, 2026.

Staff recommends that the City Manager or his designee be authorized to execute a funding agreement with Families in Crisis providing general funds for the operation of the Friends in Crisis Program for the period beginning March 2025, through September 30, 2025, in the amount of $350,000.

 

CONFORMITY TO CITY POLICY:

 

Yes. The City’s Financial Governance Policies, Section V. Budget Administration (B)(1) states that City Council may amend or change budget by ordinance.

 

FINANCIAL IMPACT:

 

What is the amount of the revenue/expenditure in the current fiscal year? For future years?

 

The amount is $350,000.00 in FY 2025. There are no anticipated expenses in future years for this project.

 

Is this a one-time or recurring revenue/expenditure?

 

This is a one-time expenditure.

 

Is this revenue/expenditure budgeted?

 

No.

 

If not, where will the money come from?

 

Approval of the mid-year budget amendment will allocate excess General Fund balance from FY 2024 to fund this item in account 100-55121-700-705-000000.

 

Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?

 

Upon approval of the mid-year budget amendment.

 

RECOMMENDATION:

 

Staff recommends the City Council authorize the City Manager or his designee to execute a funding agreement with Families in Crisis, Inc. utilizing City of Killeen general funds for the operation of the Friends in Crisis Program for the period beginning March 2025, through September 30, 2025, in the amount of $350,000.
