SUBJECT: Meet and Confer Agreement with KPEA FOP Lodge 32
BACKGROUND AND FINDINGS:
In May 2022, City Council ratified a Meet and Confer Agreement with the Killeen Police Employee Association (KPEA) Fraternal Order of Police (FOP) Lodge 32. In September 2023 and September 2024, City Council ratified revisions to the Meet and Confer Agreement. Applicable statutes and local orders, ordinances, and civil service rules apply to an issue not governed by the Meet and Confer Agreement.
Pursuant to the terms of the current agreement, city staff began meeting with representatives of the KPEA-FOP in March 2026 to discuss updates to the agreement. The amended meet and confer agreement retains provisions related to the promotional process, lateral hiring, and discipline. Proposed changes include revising the term of the agreement to a one year term, updating the initial meeting date for the first two weeks of February next year, expanding the assigned vehicle program to allow detectives and senior officers with ten or more years of experience in addition to supervisors to take assigned vehicles home if the officer lives within 30 miles of the City limits, and removing the three contacts per day standard.
The current agreement will be in effect until September 30, 2026, unless extended for another six months or a new agreement is reached.
In order for a Meet and Confer agreement to be enforceable and binding, Texas Local Government Code 142 requires that the City Council and the police association ratify the agreement. KPEA-FOP 32 conducted an election and approved the agreement by a vote of 179 to 8.
