BACKGROUND AND FINDINGS:

 

On April 10, 2024, the current Executive Director announced her retirement, effective, October 4, 2024.  

Human Resources posted the vacancy on the City’s website, the Texas Municipal League, the Texas Municipal Human Resources Association (THMRA), and the CenTex SHRM websites.  The City received applications from 50 (fifty) candidates who met the minimum qualifications.  The City narrowed these candidates to six (6) semifinalists, with municipal government experience, and the candidates were required to complete a questionnaire.  From this list, City Management narrowed the semifinalist to three (3) finalists.  Interviews for the three (3) finalists took place on July 22, 2024, with a panel of City leadership.

Mr. Cagle extended a conditional job offer to Ms. Kate McDaniel. She has over twenty-five (25) years of total Human Resources experience, with ten (10) years in the private sector and over fifteen (15) years of municipal Human Resources experience. Ms. McDaniel is currently the Assistant Director of Human Resources with the City of Killeen and prior to this role, she served as the Risk Manager for the City of Killeen for six (6) years.

Ms. McDaniel received her Bachelor’s in Business Management with a Minor in Psychology from North Central College, Naperville, Illinois. 

Ms. McDaniel has played an integral part in several large Human Resources projects, such as creation and implementation of various compensation structures for both classified and civil service employees, conversion to an electrical time keeping system and a performance management system, transition to self-insured healthcare, and is currently serving as the Project Lead in the ERP/HRIS system conversion. Ms. McDaniel serves as the Americans with Disabilities Act (ADA) liaison, facilitates and functions as lead trainer in the City’s Supervisor’s Training Academy, acts as the Civil Service Director in the absence of the Executive Director and is a named delegate. One of Ms. McDaniel’s key responsibilities is investigating and supervising the investigations of issues affecting employer/employee relations and legal compliance regarding; Title VI, Title VII, harassment, sexual harassment, discrimination, and retaliation.  In addition, she is responsible for the EEO4 reporting and ensures organization wide compliance with federal, state, and local employment laws, ordinances, and policies.

Ms. McDaniel’s job offer is conditioned upon the following:

                     Selection confirmation by the Killeen City Council

                     Commencing employment on October 5, 2024

Staff recommends approving the appointment of Ms. Kate McDaniel, who brings over twenty-five (25) years of total Human Resources experience, with fifteen of those years in municipal government, including her most recent role as the Assistant Director of Human Resources for the City of Killeen.

 

CONFORMITY TO CITY POLICY:

 

This action conforms to city policy. Executive director appointments are subject to approval by the City Council pursuant to Section 29 of the City Charter.

 

FINANCIAL IMPACT:

 

What is the amount of the revenue/expenditure in the current fiscal year? For future years?

 

The annual base salary of the position is $125,000, plus a $3,000 annual car allowance and associated benefits. The prorated amount through the end of the fiscal year 2025 is estimated at $166,207, salary and benefits.

 

Is this a one-time or recurring revenue/expenditure?

 

The annual salary, car allowance, and benefits are recurring expenditures.

 

Is this revenue/expenditure budgeted?

 

Yes, funds are available in the General Fund Human Resources Department salary and benefits accounts 100-51110-170-171-000000 through 100-51700-170-171-000000.

RECOMMENDATION:

 

Staff recommends that the City Council approve the City Manager's appointment of Ms. Kate McDaniel as the City of Killeen’s Executive Director of Human Resources.
