SUBJECT:                     Mural Agreement with the Texas Department of Transportation for the I-14 Underpass Painting Project                     

 

BACKGROUND AND FINDINGS:

 

The I-14 Underpass painting project was included in the 2026 Capital Improvement Plan. The project includes painting the overpasses and including “City of Killeen” at the underpasses of Rosewood, Stan Schlueter, W.S. Young, Trimmier, South Fort Hood Street (SR 195), Willow Springs Road, and Clear Creek.  The project is spread out into four (4) phases due to the cost of construction.  The high costs are mostly attributed to the time to install and necessary signage and traffic control for the roadway.  The first phase of the painting will include the Rosewood and W.S. Young underpasses.

 

Since the project limits are within the Texas Department of Transportation (TXDOT) right of way and on the bridge structures, a mural agreement is required.  The agreement states that the city will be responsible for funding the project, construction, and maintenance once completed.  These agreements are a necessary requirement for any work within the TXDOT right of way to install murals and painting of structures.

RECOMMENDATION:

 

Staff recommends that the City Council authorize the City Manager to enter into a Mural Agreement with the Texas Department of Transportation for the I-14 Underpass Painting Project.
