BACKGROUND AND FINDINGS:
The U.S. Housing and Urban Development (HUD) requires entitlement communities that accept and administer entitlement grants to complete, allow public comment on, then submit to HUD annual reports.
Every 3-5 years a Consolidated Action Plan must be drafted then submitted to HUD for approval. Additionally, each year of the Consolidated Plan must have an Annual Action Plan approved by HUD before a funding contract is offered to the entitlement community.
At the conclusion of each program year, the City of Killeen, as an entitlement community, must submit a Consolidated Annual Performance and Evaluation Report (CAPER) to HUD (24 CFR §91.520). The report is meant to inform HUD, and the public, on the progress the city made in carrying out its consolidated plan and its action plan.
The CAPER, in general, must include a description of the resources made available; investment of available resources; geographic distribution and location of investments; families and persons assisted (including the racial and ethnic status of persons assisted); actions taken to affirmatively further fair housing; and other actions described in the Consolidated/Action Plan.
HUD will review the performance report and determine whether it is satisfactory. The City of Killeen CAPER is due December 29th of each year.
In accordance with the Citizen Participation Plan, City Council shall open a citizen comment period of no less than 15 days to receive community input on the CAPER.
Staff recommends that the citizen comment period for 2024-2025 Consolidated Annual Performance and Evaluation Report be open from December 8 - 22, 2025.
