BACKGROUND AND FINDINGS:

 

At the December 1, 2021, Public Facility Corporation meeting, City Council acting as the Public Facility Corporation directed the $350,000 structuring fee received from the North Killeen Apartments Project to the City of Killeen with the recommendation that the funds be used for a nonprofit youth organization grant program.

 

At the April 12, 2022, Regular City Council Meeting, City Council approved a nonprofit application process for grant funding for nonprofit youth organizations.  The application process opened to the public for submission on April 13, 2022, and closed May 12, 2022. City Council established the following criteria:

 

1.                     Must serve a public purpose

a.                     Provide a service that enhances a service the public agency provides,

b.                     Identifiable secondary benefit to the public agency, or

c.                     Provide a service the public agency could provide but chooses not to

 

2.                     Funds may not benefit private parties

 

3.                     City must maintain control of the funds via agreement

 

Sixteen applications were received, and nine applicants were granted funding at a May 18, 2022, Special City Council Workshop and the allocations were approved on June 28, 2022.  On June 22, 2022 City Council reopened the application process to the public for submission June 22, 2022 - July 21, 2022.  Thirteen applications were received, and eleven applicants were granted funding at the July 26, 2022 City Council meeting.

 

The City Council finds that it is in the public interest to enhance the quality of life for our residents through recreational activities, provide for the safety of our community, and invest in the future by providing opportunities for the City’s youth.

 

The following organizations will provide opportunities for youth:

 

1.                     Drive Nation Central Texas will enhance the quality of life and invest in the future of Killeen youth by providing opportunities for the youth to participate in sports and exposure to scholarship opportunities.

 

2.                     CTX Flames will enhance safety and quality of life for Killeen youth by providing safe and proper training facilities and equipment and increasing youth participation in mentoring workshops and tutoring activities.

 

3.                     Killeen Trojan Youth Sports will enhance safety and quality of life for Killeen youth by promoting health and welfare development and maintaining healthy mental and physical capabilities.

 

4.                     Killeen Creators will invest in the future of Killeen by exposing youth to the community garden concept to help alleviate hunger in our food desert areas, increase self-sufficiency skills and promote community engagement.

 

5.                     5 Pearlz of Hope Foundation will provide the Youth Engagement Program that includes STEM programs, health-mind & body, conflict management, and problem solving.

 

6.                     Greater Vision Community Church will provide the Open Gym Program that provides youth free play and discussion on rules, sportsmanship, fair play and social interaction

 

7.                     Let’s Take A Step Together will enhance the Step Out Program that will provide assistance with transportation, driver’s education costs, provide workshops and events for youth to engage in hands on learning.

 

8.                     Central Texas Youth Services Bureau will provide for the Transitional Housing Program for homeless youth ages 16-21.

 

9.                     Heart of Texas Goodwill Industries will enhance the Accelerate Program providing upskilling and workforce readiness to youth.

 

10.                     KIDZ University dba KU Youth Association will provide for the enrichment of intellectual skills and physical talents that provide a road map for success.

 

11.                     Killeen-Fort Hood Kappa Alpha Psi Education and Leadership Foundation will enhance the Guide Light Youth Leadership Program for mentoring, college prep and tutoring for young men.

 

THE ALTERNATIVES CONSIDERED:

 

1.                     Do not approve the funding for eleven nonprofit youth organizations.

2.                     Amend the selected organizations.

3.                     Approve the funding and declare a public purpose for eleven nonprofit youth organizations.

 

Which alternative is recommended? Why?

 

Alternative 3 is recommended.  The eleven organizations submitted the required documentation and met the criteria set forth by City Council.

RECOMMENDATION:

 

Staff recommends that City Council declare the public purposes as stated above and approve the grant funding requests for eleven nonprofit youth organizations in an amount not to exceed $10,000 for each organization.
