SUBJECT: Approve an agreement with Johnson Fitness and Wellness for the purchase and installation of fitness equipment for the Family Recreation Center, in the amount of $177,563.51
BACKGROUND AND FINDINGS:
The Family Recreation Center opened in May 2008 and features 5,400 square feet of fitness space, and is equipped with cardiovascular machines, weight resistance machines, and free weights. The initial $185,000 equipment purchase was funded in part by a $165,000 grant from the Tommie Harris Foundation.
On June 25, 2013, pursuant to resolution 13-064R, some updates were made, including replacing three adaptive motion trainers, two recumbent bikes, one upright bike, six elliptical trainers, and adding a stair climber through Marathon Fitness. Despite these incremental improvements, the replaced equipment has experienced extensive use and wear and tear, resulting in its current poor condition. Moreover, modern workout machines have advanced considerably in technology and features since the facility first opened in 2008.
To provide members with a more engaging and effective workout experience, Parks and Recreation reached out to 3 vendors, all of which are on BuyBoard: Marathon Fitness, Fit Supply, and Johnson Fitness and Wellness. Johnson Fitness and Wellness was selected based on the quality of equipment they provide, as well as having the lowest cost.
The new fitness equipment will include:
Upgraded cardio machines (treadmills, ellipticals, stationary bikes)
Strength training equipment (free weights, resistance machines)
Functional training gear (kettlebells, TRX straps)
The upgraded equipment will demonstrate the Center’s commitment to supporting the health and fitness goals of the community it serves, while also eliminating increased maintenance costs associated with the aging cardiovascular equipment. The total contract amount is $177,563.51 and will be funded from the Equipment and Machinery account.

CONFORMITY TO CITY POLICY:
This conforms to the City of Killeen purchasing policy. Johnson Fitness and Wellness is on the purchasing cooperative Buyboard contract #665-22. Purchases made through a cooperative contract, such as BuyBoard, are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F;” a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”

RECOMMENDATION:
Staff recommends that the City Council authorize the agreement and approve the purchase of fitness equipment from Johnson Fitness and Wellness in the amount of $177,563.51; and authorize the City manager, or designee, to execute all contract documents and any and all change orders as allowed per State law.
