SUBJECT: Authorize the approval of Change Order #2 for the Watercrest Road Reconstruction Project
BACKGROUND AND FINDINGS:
This project was included in the Street Reconstruction Certificate of Obligation (CO) Bond in Fiscal Year (FY) 2022 as a result of the previous pavement management program that prioritized the streets needing to be replaced.
The project includes replacement of the roadway between Clear Creek Road and Willow Springs. The project will narrow the existing 4-lane roadway to 3 lanes, construct sidewalks along the full length on both sides to comply with PROWAG (Public Right of Way Accessibility Guidelines) requirements, and construct a new traffic signal at the intersection of Watercrest Road and Robinette Road
On August 6, 2024, the City Council awarded the construction contract to Cash Construction in the amount of $10,952,337.65.
This change order addresses several items that were discovered during the construction of the project as well as additions needed to the contract. During the excavation of the project, it was discovered that the clay subgrade soils varied in depth that resulted in exposure in a majority of the excavated locations. Per the adopted pavement design manual, clay soils with high plastic values are to be treated with lime. These soils were tested and found to need lime treatment. This change order adds the cost to treat the subgrade soils with lime.
Also found during the excavation, were conflicts with the proposed storm drainage and existing water line in several locations. Rather than replace the entire line, the change order reduces the scope of the replacement of the full water line and focuses only on the conflict locations.
In review of the site, it was also discovered that the amount of fencing needed to meet PROWAG requirements needed to be extended. A proposed substitution was proposed to help limit the additional cost.
This change order also includes the substitution of the Concrete Curb item with Concrete Curb and Gutter. This is a conflict error that was discovered in the design plans and bid documents which called out the incorrect item during the bids.
Lastly, during the construction, and as a result of public comments regarding limited crossings for pedestrians along the project, the site was reviewed and determined that a new crosswalk can be added near the Cody Poe Intersection. To help promote the safety for pedestrians using the crosswalk, new Rapid Flashing Beacons will be added to the signage.
City staff and the engineering consultant, K Friese, have negotiated the design and amount of the change order with Cash Construction, in the amount of $1,220,340.28. The review of the proposal has been found to be consistent and acceptable.

This is a one-time expenditure.
Is this revenue/expenditure budgeted?
The expenditure is partially budgeted. $883,644.00 is budgeted in the 2022 CO Bond Fund Construction account. The remaining $336,697.00 will be appropriated on the year-end budget amendment in the Street Maintenance Fee Fund Construction account.
If not, where will the money come from?
The change order will be fully appropriated on the year-end budget amendment.
Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?
Upon approval of this item and the associated year-end budget amendment, the project will be sufficiently funded.
RECOMMENDATION:
Staff recommends that the City Council approve, and authorize the City Manager, or designee, to execute Change Order #2 for the Watercrest Road Reconstruction Project, in the amount of $1,220,340.28.
