BACKGROUND AND FINDINGS:

 

A comprehensive plan is a planning document that outlines a community's long-term vision for future growth and development. The City of Killeen’s Comprehensive Plan was adopted on August 23, 2022. In the Appendix of the Comprehensive Plan is an implementation matrix, which outlines recommended action items, target dates for completion, and responsible departments. The purpose of the proposed amendment is to make amendments to the Implementation Matrix to better reflect the City’s current priorities and staffing.

In the Fall of 2024, Development Services staff met with each City department to discuss progress and anticipated completion dates for each of the action items outlined in the matrix. Based on these meetings, staff is recommending updates to the Implementation Matrix of the Comprehensive Plan, which include changes to the target completion date and responsible departments for most action items. The proposed changes are intended to accurately reflect current progress and provide a more realistic target date for completion of each action item.

In accordance with Texas Local Government Code Sec. 213.003, amendments to the Comprehensive Plan must be adopted by ordinance following a public hearing and review by the Planning and Zoning Commission.

At their regular meeting on December 9, 2024, the Planning and Zoning Commission recommended approval of the proposed amendment by a vote of 8 to 0.
