SUBJECT:                     Interlocal Agreement with Bell County Juvenile Services                     

 

BACKGROUND AND FINDINGS:

 

The Killeen Police Department and Bell County Juvenile Services (BCJS) seek approval to establish an interlocal agreement allowing KPD officers to accompany Bell County Juvenile Probation Officers during home visits. This partnership would provide KPD officers with valuable opportunities to engage directly with juvenile probationers and their families, offering insight into their home environments and support systems. Through this collaboration, KPD officers will gain a deeper understanding of how to recommend or provide services, while fostering positive relationships with probationers beyond traditional law enforcement interactions. In turn, Probation Officers will benefit from the added security provided by KPD's presence.

 

BCJS will reimburse the City for KPD officer salaries and benefits during their assignment to the program, up to a rate of $60 per hour. The program does not involve any additional cost to the City.

BCJS will reimburse the city up to $60 per hour for salary and benefits for officers working on the project.  Estimated revenue from this reimbursement is $7500.

The expenditure is included in the overtime budget in the General Fund Police Department account 100-51140-210-212-000000.  Account 100-43300-210-215-225801 has been established for reimbursement deposits.

Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?

 

Upon approval and budget amendment.

 

RECOMMENDATION:

 

Staff recommends that council authorize the City Manager or his designee to enter into the Interlocal Agreement with Bell County as presented to allow KPD Officers to partner with Bell County Juvenile Probation Officers for home visits.  The agreement will solidify our collaborative efforts to help make the Bell County and Killeen communities safer.
