Attending: Mayor Protem Riakos Adams, Councilmembers Anthony Kendrick, Nina Cobb (via Zoom), Jose Segarra, Joseph Solomon, Ramon Alvarez (arrived at 5:32 p.m.) and Jessica Gonzalez
Also attending were City Manager Kent Cagle, Assistant City Manager Jeffery Reynolds, Assistant City Manager Laurie Wilson, City Attorney Holli Clements, City Secretary Laura Calcote and Sergeant-at-Arms Garcia
Approval of Agenda
Motion was made by Councilmember Solomon to approve the agenda, as presented. Motion was seconded by Councilmember Gonzalez. The motion carried unanimously (6-0).
Public Hearings
PH-26-001 Hold a public hearing and consider an ordinance authorizing Substantial Amendment to the Annual Action Plan for Program Year 2025-2026 to reprogram CDBG funds from the Reunification Center Project to the Rosa Hereford Community Center and Senior Wing and Killeen Community Center Ballpark Water Reuse Irrigation System Project, in the amount of $1,349,445.69.
The City Secretary read the caption of the ordinance:
AN ORDINANCE AUTHORIZING ADOPTION OF A SUBSTATIAL AMENDMENT TO THE COMMUNITY DEVELOPMENT ANNUAL ACTION PLAN FOR FY 2025 REPROGRAMMING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FUNDS IN THE AMOUNT OF $1,349,445.69 TO THE ROSA HEREFORD COMMUNITY CENTER AND SENIOR WING AND TO THE KILLEEN COMMUNITY CENTER PARK IRRIGATION SYSTEM; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

Ms. McNair presented this item to City Council for discussion. Ms. McNair was available to provide additional information and to answer questions.
Mayor Nash-King opened the public hearing.
Mellisa Brown spoke in opposition of PH-26-001.
With no one else appearing, the public hearing was closed.
Motion was made by Councilmember Solomon to approve PH-26-001. Motion was seconded by Councilmember Alvarez. The motion carried unanimously (7-0).
Adjournment
With no further business, upon motion being made by Councilmember Alvarez, seconded by Councilmember Solomon, and unanimously approved, the meeting was adjourned at 5:40 p.m.
