SUBJECT: Interlocal Agreement with Bell County for the bidding and construction of traffic signals along Chaparral Road
BACKGROUND AND FINDINGS:
This Interlocal Agreement is between Bell County and the City of Killeen for the installation of traffic signals along Chaparral Road at the intersections with Featherline Road and the High School. The traffic signals were a project proposed by the county to address citizen concerns along Chaparral Road, specifically between Featherline Road and the High School.
Traffic signals are proposed with the Chaparral Road project in these locations as part of the current roadway project. To address the citizen concerns, Bell County would like to move forward to install signals on span wires to address the current traffic concerns and is requesting that the City provide guidance and assistance. Bell County hired Freese and Nichols to design the traffic signals and ensure they align with the current City of Killeen project. Since Bell County does not currently have an engineer on staff or any maintenance ability for traffic signals, they are looking for the city to assist in the bidding process and construction of the project. The city will bid the project and project manage the construction of the project. The city will then take over the maintenance and operation of the traffic signals. The county will reimburse the city for costs associated with the construction of the signals. The city will monitor the construction with city staff.
In the proposed Interlocal Agreement, Bell County will reimburse the City of Killeen for the expenses related to the design, relocation of franchise utilities, and construction. The City of Killeen will then take ownership of the signals once constructed.

RECOMMENDATION:
Staff recommends that the City Council authorize the city manager, or designee, to execute an Interlocal Agreement with Bell County for the bidding and construction of traffic signals along Chaparral Road.
