BACKGROUND AND FINDINGS:
Lift Station No. 20 was constructed in 2009 and is the largest lift station on the southside of the City of Killeen, located within the Trimmier Creek Basin. Located at the lift station are two KSB 148 horsepower submersible pumps. With a rated capacity of 5.9 million gallons per day, the lift station receives flow from a 15-inch gravity collection main and an 18-inch main; fed by two other lift stations. This makes Lift Station No. 20 a critical station within the system.
Replacement of the two pumps at Lift Station No. 20 is part of an approved five-year maintenance plan that would allow two submersible chopper pumps to be replaced in Fiscal Year 2025. The contractor is a member of The Interlocal Purchasing System (TIPS), Contract No. 23010401.
City Staff are requesting Pump Solutions, Inc., be approved to provide the removal and installation of the two Barnes Submersible Chopper Pumps at Lift Station No. 20. Immediate replacement is highly recommended to ensure continued functionality of sanitary sewer services, resolve complications during routine maintenance, and establish long-term reliability for future needs. The funding is allocated in the Fiscal Year 2025 Water and Sewer Division Budget.

CONFORMITY TO CITY POLICY:
This purchase will be made through Pump Solutions, Inc., TIPS contract no. 23010401. Purchases made through a cooperative contract are exempt from the competitive bidding process, as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F, “a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of goods or services.”

That the City Council authorize the City Manager, or his designee, to execute a Letter of Agreement with Pump Solutions, Inc. in the amount of $123,000, and authorize the City Manager, or designee, to execute any and all change orders within the amounts set by State and Local law.
