Presiding: Mayor Debbie Nash-King
Attending: Mayor Protem Jessica Gonzalez, Councilmembers Michael Boyd, Nina Cobb, Jose Segarra, Joseph Solomon, Ramon Alvarez and Riakos Adams
Also attending were City Manager Kent Cagle, Assistant City Manager Laurie Wilson, City Attorney Holli Clements, City Secretary Laura Calcote and Sergeant-at-Arms Pratt
Councilmember Solomon gave the invocation. Mayor Nash-King led everyone in the Pledge of Allegiance.
Approval of Agenda
Motion was made by Councilmember Adams to approve the agenda, as presented. Motion was seconded by Councilmember Boyd. The motion carried unanimously (7-0).
Presentations
PR-25-008 Receive Golf Course Update
Stonetree Golf Club General Manager, Chris Osborne, presented an overview of current fiscal year financials, facility improvements, website and social media engagement and developments/partnerships within the Killeen community.
Discussion Items
DS-25-004 Innovation Black Chamber of Commerce (IBCC) update and funding Request
Innovation Black Chamber of Commerce CEO, Ronnie Russell, provided and update and overview regarding the organization and requested monetary support from the City for the Chamber.
Motion of direction was made by Councilmember Boyd to add an additional seat to the Killeen Economic Development Corporation for the Innovation Black Chamber of Commerce President. Motion was seconded by Councilmember Cobb. The motion carried unanimously (7-0).

Consent Agenda
MN-25-006 Consider Minutes of Regular City Council Meeting of February 18, 2025.
RS-25-029 Consider a memorandum/resolution authorizing the procurement of a Flock Safety Camera System from Flock Group, Inc., in the amount of $488,250 four hundred eighty-eight thousand two hundred fifty dollars utilizing grant, city and state forfeiture funds.
RS-25-030 Consider a memorandum/resolution approving the appointment of an Executive Director of Development Services.
RS-25-031 Consider a memorandum/resolution approving the appointment of the City Engineer as a department head.
RS-25-032 Consider a memorandum/resolution awarding RFP#25-10, Killeen Civic and Conference Center Mixed Beverage Service to Let Us Do the Cooking, in the amount of $105,000 one hundred five thousand dollars annually.
OR-25-005 Consider an ordinance declaring an unopposed candidate and cancelling the May 3, 2025 General Election in District 3.
The City Secretary read the caption of the ordinance:
AN ORDINANCE DECLARING UNOPPOSED CANDIDATES IN THE MAY 3, 2025 GENERAL ELECTION; CANCELLING THE GENERAL ELECTION IN THE DISTRICT WITH UNOPPOSED CANDIDATES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Motion was made by Councilmember Solomon to approve the Consent Agenda, as presented. Motion was seconded by Councilmember Boyd. The motion carried unanimously (7-0).
Public Hearings
PH-25-009 Hold a public hearing and consider an ordinance submitted by Richard and Cathryn Dadamo (Case #Z24-37) to rezone approximately 2.161 acres out of the J. Goslin Survey, Abstract No. 343, 4-10 from “A” (Agricultural District) to “A-R1” (Agricultural Single-Family Residential District). The subject property is locally addressed as 945 Schrader Road, Killeen, Texas.
The City Secretary read the caption of the ordinance:
AN ORDINANCE AMENDING THE CITY OF KILLEEN ZONING ORDINANCE BY CHANGING THE ZONING OF APPROXIMATELY 2.161 ACRES BEING OUT OF J. GOSLIN SURVEY, ABSTRACT NO. 343, 4-10 FROM “A” (AGRICULTURAL DISTRICT) TO “A-R1” (AGRICULTURAL SINGLE-FAMILY RESIDENTIAL DISTRICT), PROVIDING A SAVINGS CLAUSE, PROVIDING FOR THE REPEAL OF CONFLICTING PROVISIONS, AND PROVIDING FOR AN EFFECTIVE DATE.

This item was presented to City Council during their Work Session. Ms. Meshier was available to provide additional information and to answer questions.
Applicant, Richard Dadamo, spoke in favor of the rezoning request.
Mayor Nash-King opened the public hearing.
Mellisa Brown spoke in favor of the ordinance.
With no one else appearing, the public hearing was closed.
Motion was made by Councilmember Adams to approve PH-25-009. Motion was seconded by Councilmember Alvarez. The motion carried unanimously (7-0).
Executive Session
DS-25-006 Discuss pending litigation related to The City of Killeen v. Oncor Electric and the city’s street light system
At 5:52 p.m., Mayor Nash King called for City Council to recess the meeting into Executive Session.
Per V.T.C.A., Government Code Section 551.071 - Consultation with Attorney, the City Council will consult with legal counsel regarding pending litigation.
At 6:37 p.m., Mayor Nash King reconvened the City Council meeting into Regular Session.
Adjournment
With no further business, upon motion being made by Councilmember Solomon, seconded by Councilmember Adams, and unanimously approved, the meeting was adjourned at 6:38 p.m.
